NARRATIVE: At 5:16 PM on Thursday, December 31st the Spokane Fire Department was dispatched to the area of 29th Avenue and High Drive for a reported vehicle over the embankment. Multiple calls were received at Fire Dispatch concerning this incident. Initial information was that there were two victims that had been ejected and two other victims still trapped in the vehicle. Due to the nature and location of the incident, multiple SFD resources responded, including 4 engines, 2 ladders, 1 heavy rescue and two Battalion Chiefs. Three AMR ambulances were dispatched. Among those responding were SFD technical rescue and vehicle extrication specialists.

First arriving SFD resources reported a vehicle had gone over the embankment and firefighters were attempting to get down the hillside to locate any victims and determine the extent of their injuries. The fire crews, working in the wet, slippery, and dangerous conditions on this very steep area of High Drive, carefully made their way down to the vehicle. While working their way down the embankment, crews located two victims who apparently climbed out of the vehicle after it came to a stop, and were working their way up the slope to summon help. These victims; a 16 year old female and a 17 year old male received minor injuries and were treated by paramedics at the scene before being transported to Sacred Heart Medical Center by private vehicle.

While the first two victims were being assisted, other fire crews made their way down to the vehicle; a mid-size SUV that had come to rest on its passenger side, approximately 1200 feet down the embankment. Two adult victims; a male and a female, were found trapped in the heavily damaged vehicle. The female was removed through a window of the SUV and treated by paramedics for non-life threatening injuries. Extrication was required to remove the male from the vehicle, and he too was treated for non-life threatening injuries. Both adult victims were carried on litters up the steep, slippery embankment by firefighters and transported by ambulance to Sacred Heart Medical Center. Their condition is unknown at the time of this release.

This was an extremely difficult and treacherous rescue. Nearly one half of the on-duty Spokane Fire Department crews operated at this incident for over three hours. One firefighter was injured during the rescue, suffering a back injury after slipping on the compacted snow on the way back up the hillside. He was released from duty after return to the station.

The initial cause of the crash is under investigation by the Spokane Police Department. Road conditions were slick at the time of the incident and may have contributed to the crash.

NARRATIVE: Early this morning, December 27, 2009, at 0351 hours, the Spokane Fire Department dispatched a total of 8 fire apparatus and 2 chief officers to a reported structure fire located at 4111 E. 8th Ave.

Engine 14 responding from Fire Station 14, located at 17th and Ray, was the first apparatus to arrive. Lieutenant Jeff Martin reported that he had a large home with heavy fire involvement across the front porch and the west side of the home. After confirming that all occupants were out of the burning home, he quickly made assignments for the other responding fire companies while he and his crew made an immediate attack on the upper floor fire.

Incoming fire companies established a water supply and extended additional hose lines into the home to extinguish the fire. Roof ventilation was performed to assist firefighters working inside the burning structure. The main body of fire was knocked down in a short time. Initial crews were on the scene a total of 3 hours making sure the fire was out. Three fresh companies from the oncoming shift worked an additional 3 hours removing debris during overhaul operations.

Cold winter weather combined with difficult access created a challenge for on scene Firefighters. One Firefighter sustained minor injuries after falling on ice.
Approximately a third of the home sustained significant fire and smoke damage. 4 vehicles that were parked in the driveway were also damaged by the intense radiant heat.

PROBABLE CAUSE: Although the cause of the fire has not been determined as this time, wood stove ashes placed to close to combustibles is one potential cause that still is being looked at.

NARRATIVE: At 4:04 am Dec. 27, 2009 the Spokane Fire Department in Spokane, WA responded to a report of a front porch on fire at 4111 E. 8th Ave on the south hill. Prior to the Fire Departments arrival a Spokane Police Officer reported the house fully involved. The first crews on scene found significant fire in the front of the house and in the living room area. Because the front porch had been severely damaged attack lines had to be pulled to the rear of the house to begin an interior fire attack using 1 ¾" hose lines. The first crews reported that everyone was out of the house. The fire was upgraded to a working fire and an additional Engine and Ladder above the working fire response were requested. A total of 7 Engines, 2 Ladders, 1 Pumper Ladder, 1 Rescue Unit, 2 Battalion Chiefs and an investigator responded with total of 38 Firefighters leaving only 6 fire apparatus to cover the City. A knock down of the main fire occurred rather quickly but the fire had gotten into the structure and attic so a total extinguishment will be slow and tedious as hidden fire is searched out and extinguished. There were no injuries reported of civilians or Firefighters. The house has significant damage and is under investigation by a Fire Investigator from the Departments Special Investigation Unit. Red Cross is assisting the residents and Spokanimal was called for to assist their dog living in the backyard. AVISTA responded to cut electrical power to the structure and to lock off the gas meter which had been turned off.

DAMAGE EXTENT: Significant damage to the front of the house and living room area of the main floor. Also fire damage to the attic with heat and smoke damage throughout the main floor.

NARRATIVE: On the morning of 12/21/09 the Spokane City Fire Department responded 2 Engine companies 1 Pumper Ladder, 1 Senior Ladder, 1 heavy Rescue truck and 2 Battalion Chiefs to 5919 North Atlantic. PL 13 arrived on scene and reported that smoke was showing from under the eves of a 1 story 1200 square foot house. E3 was assigned to interior fire attack while the crew on Pl 13 was split into two teams. Team A was assigned to search the interior and team B was sent to the roof to provide ventilation to release the hot smoke and gases .Other companies were assigned to the incident as they arrived.
Quick action by arriving companies resulted in a fast extinguishment of the fire. The fire was confined to the kitchen and smoke damage throughout. The fire was declared out in about 20 minutes. There were no reported injuries and no one was found during the search. The house was vacant and the cause if this fire is under investigation.


PROBABLE CAUSE: This is under investigation.
DAMAGE EXTENT: The interior of the house had extensive damage to the kitchen and smoke damage throughout.

NARRATIVE: On Friday December 18, 2009 at 2340 hours, Engine 14 was dispatched to the area of 4th Ave. and Myrtle to investigate "smoke in the area". Engine 14 under the direction of Lieutenant Terry Smith located a home that was heavily charged with smoke and flames.

Lieutenant Smith requested a regular fire response from Fire Dispatch while he and his crew went to work. Two additional Engines, a Ladder, Pumper Ladder, Heavy Rescue and 2 Battalion Chiefs were dispatched. Upon their arrival, the additional crews searched, ventilated and manned additional hose lines.

This structure was not occupied and has been vacant for some time. The fire was extinguished in a relatively short period of time. However, fire crews were on the scene performing overhaul for several hours. Final extinguishment was difficult due to several layers of roofing and a remodel that had taken place over the years.

There were no injuries at this fire and the cause is still under investigation

NARRATIVE: Winter months raise the hazard level of carbon monoxide poisoning and Spokane Fire Department has responded to two serious events in the past few days. Symptoms of CO poisoning include dizziness, fatigue, headaches, nausea and irregular breathing. Carbon monoxide poisoning causes about 500 deaths, 4,000 hospitalizations and 20,000 emergency room visits in the U.S. each year.
CO poisoning first affects infants and young children as well as elderly persons.
In addition, the long-term effects of CO poisoning include memory loss, lung and heart problems, and impaired motor skills.

Spokane Fire Department recommends that every household equipped with any type of fuel-burning devices (e.g. furnace, water heater, gas stove, or fireplace) install at least one carbon monoxide detector. It is best if the devices have LED windows that show the actual parts per million of carbon monoxide to oxygen when it sounds the alarm.

When the alarm sounds and If anyone is feeling sick, get everyone outside to fresh air before calling 9-1-1.

Carbon monoxide poisoning is often referred to as "the silent killer" because carbon monoxide cannot be seen, tasted or smelled. In Congressional testimony on December 17, Cheryl Burt of Rochester MN relayed the devastating effects of carbon monoxide poisoning on her family. Fourteen years ago, two preschoolers died in their sleep as the mother tried to tend to them and a third son, thinking they were suffering from the flu. In fact, a malfunctioning furnace had vented dangerous levels of CO throughout the home for several days. A working carbon monoxide detector would have sounded the alarm early in this process and saved the family. By coincidence, Ms. Burt had debated whether to buy a carbon monoxide detector or another toy for Christmas that year. She said at the hearing that "I opted to buy my son another toy truck instead. Now I have the truck, but I don't have my son."

During this holiday season, we have the opportunity to increase the level of safety for family and friends by installing carbon monoxide detectors.

NARRATIVE: Just before 11:30 am Friday December 18, 2009 the Spokane Fire Department responded to a reported apartment fire at 4822 N. Nelson. Upon arrival of Engine 15 the first apparatus on scene they reported smoke coming from apartment 6 on the second floor. They initiated a fire attack using a 1 ¾" pre connected hose line once a second apparatus was on scene. Additional crews were used for ventilating the smoke out of the apartment, setting a rapid intervention team and checking for extension of the fire beyond the room of origin as well as looking out for the needs of all residents of the apartment building. The additional crews arriving where to include 2 more Engine Companies, a Pumper Ladder, a Rescue crew and 2 Battalion Chiefs. The fast attack on the fire kept the damage confined to the contents in the bedroom where the fire originated and kept the fire out of the structure. The apartments on both sides and the apartment above the fire were checked for extension and none was found. The air quality was checked in all of the apartments for carbon monoxide and hydrogen cyanide. All air samples were found to be within safe limits. Red Cross was contacted to assist 1 adult and 3 children living in apartment 6. There were no injuries to civilians or Firefighters and the cause of the fire is under investigation by the Spokane Fire Department Special Investigation Unit. One concern which is not determined to be the cause of the fire was clothing and combustibles up against a baseboard heater. The Spokane Fire Department would like to remind people during the heating season to be very careful with all heating devices and keep combustibles away from all equipment used for heat.

NARRATIVE: Today, December 16, 2009 the Spokane Fire Department responded at 9:54 AM to 2404 West Longfellow, Glover Jr. High on a reported fire in the building. Fire crews arriving on scene found light smoke showing in one of the hallways and upon further investigation discovered a small fire at an electrical panel at the buildings west wing. The fire was quickly extinguished and the remaining fire crews isolated the hallway from the rest of the school and began a systematic removal of smoke from the structure. Spokane Public School representatives' were on scene to direct all evacuation and student transfers to another location. One firefighter was injured when he slipped on an unsecured cover over an underground vault. There were no reported injuries to any civilians

PROBABLE CAUSE: The cause of the fire is under investigation by the SFD Special Investigation Unit.

NARRATIVE: On Monday December 14th, 2009 at 6:07 A.M. the Spokane Fire Department responded 4 engine companies, 2 ladder companies, a rescue unit and 2 battalion chiefs to a house fire located at 1640 E. Olympic. Engine 15 from their neighborhood fire station located at Wellesley and Crestline was first to arrive and found a house with smoke pouring from the attic and roof areas. A quick stretch of hose lines from the engine companies along with the ladder company quickly accessing the roof and cutting a hole to release the built up heat, resulted in a "knock down" of the fire after approximately 10 minutes. Both adult occupants were able to safely exit their home. At this time, it appears the fire originated near the electrical panel towards the back of the house. The fire spread upwards through the walls and horizontally through the ceiling space eventually consuming a significant portion of the attic. Storage items and personal belongings sustained heat and smoke damage from the blaze. The occupants were assisted by the Red Cross at the home. Fire crews will remain at the incident site throughout most of the morning working on complete extinguishment, overhaul and assisting the Spokane Fire Department Special Investigation Unit. There were no injuries to firefighters or civilians at this incident. The occupants did not have any smoke detectors present within the home and as a result were lucky to have escaped on their own because smoke is a silent killer. Every home should have a working smoke detector for each level of the home. Smoke detectors save lives.

PROBABLE CAUSE: Possibly electrical in origin. Under investigation by the Spokane Fire Department Special Investigation Unit.
DAMAGE EXTENT: Heavy heat and smoke damage to the attic and contents contained within.

NARRATIVE: On December 9, 2009 9 units from the Spokane Fire Department responded to a possible structure fire at 1311 S Walnut St. Arriving crews found a small fire started when an unknown subject utilized impovised incendiary devices thrown at the structure. Witnesses at the scene reported an unidentified person running from the scene with their arm involved in fire.
This incident is being investigated by the SFD Special Investigaion Division in cooperation with the Spokane Police Department. The SFD is asking anyone with information to call the SIU at 344-FIRE (3473) to report any knowledge they may have concerning this incident.

Promotion: Battalion Chief Haworth

We also are proud to announce that Dave Haworth has been promoted to Battalion Chief. Chief Haworth has worked his way up to the BC position through operations, most notably being assigned as the Station 4 Captain on Ladder 4 in downtown Spokane. Chief Haworth was instrumental in maintaining and leading SFD's Technical Rescue/USAR Team and several other projects in that discipline. Congrats to both Chiefs!

We are pleased to announce that Bob Hanna has been selected to be promoted to the new Deputy Chief position. Chief Hanna, who just celebrated his 30th anniversary with the department in October, has risen through the ranks of SFD serving in Operations, Investigations and Training.

NARRATIVE: On December 7, 2009, at 1:09 Pm, 6 companies of the Spokane Fire Dept, 4 engines, 1 heavy rescue, and 1 senior-ladder under the direction of Battalion Chiefs Bruce Moline and Bob Green responded to a reported garage fire in the alley behind 603 S Ralph St.
The first arriving company, SE14, reported smoke coming from a detached 2-car garage behind this address. After ensuring everyone was out of the structure, companies began a coordinated attack and quickly controlled the fire.
There were no injuries to civilians or firefighters.


PROBABLE CAUSE: The Spokane Fire Dept SIU determined the fire was accidentally caused by an improperly installed wood heating device.
The Fire Dept would like to remind citizens to follow all code requirements when installing home heating devices and to always maintain adequate clearance around them. During periods of extreme cold weather heating devices can be called to operate at a much higher capacity and this can exacerbate any existing problems.
DAMAGE EXTENT: Moderate heat damage to the interior of the structure with smoke damage throughout.

NARRATIVE: On Sunday December 6, 2009 at 4:50 AM, 6 Companies of Spokane Firefighters, 4 Engines, 1 Heavy Rescue and 1-Senior Ladder under the direction of Battalion Chiefs Bruce Moline and Dan Brown responded to a reported house on fire at 6002 North Forest Boulevard.

The neighborhood fire company arrived within 4-minutes and reported smoke showing from the eaves of the home and flames from the rear of the house. The incident was upgraded to a working fire and an additional engine added to the alarm. Once confirming the family of four was accounted for, engine companies stretched pre-connected attack lines to the main body of the fire while the ladder company set ladders and opened the roof for ventilation.

It took 22 Firefighters just 20 minutes to locate and knock down the fire and control the incident. Firefighters were able to limit the damage to the home's contents by placing tarps on the majority of the effects and protecting their property while the damaged area was overhauled.

No civilians or firefighters were injured as a result of the incident.

NARRATIVE: 12 apparatus and 21 Spokane Fire Department firefighters were dispatched to a reported single family residence structure fire in the north central area of the city at 9:41 am today Friday, December 04, 2009. Vigilant neighbors noticed light smoke coming from the house and called 911. The first crew on scene was Spokane Ladder 2 who reported light smoke coming from the rear of the house. No persons were reported in the structure. The fire response level was not upgraded for additional apparatus. Forced entry into the structure was not necessary. Light smoke conditions and little fire were found inside. After advancing a hose line into the house the fire was quickly extinguished as a result of a coordinated attack on the fire. Damage was contained to the upper floor. Four adults and one child were displaced because of damage to the structure. Red Cross will arrange temporary lodging for the residents. Spokane Fire Department Investigators responded to the scene. No injuries reported.
This is the time of the year where an increase in the number of space heaters contributes to increased fire dangers. Portable heaters should be plugged into properly sized wiring that is designed to handle the load of the heater. Overloaded wiring can heat up and cause fires in the walls.

NARRATIVE: Ten years ago today, our Nation's Fire Service suffered one of the worst loss of firefighters in our history. On Friday night, December 3, 1999 the Worcester, Massachusetts Cold Storage building caught fire when homeless people living in the building knocked over a candle. The fire consumed the vacant building which was solid brick, boarded up without any natural ventilation. The construction combination under fire conditions turned the building into a lethal furnace. Unfortunately, a witness thought people may be trapped in the building and Worcester Firefighters into the building. Six of those Firefighters did not return. The fire burned on for several days and eventually the Firefighters' remains were recovered, and some were in ashes. The building is now leveled and the site memorialized in history.

Senator Kennedy spoke to the families and community during the Memorial and stated, ".In these agonizing days, we draw strength from the message of hope they left behind. On the honor roll of heroes, these six deserve the highest laurels. In our quest to teach our children about character, we can point to each of them -- their self-sacrifice, their commitment, their faith, and their willingness to brave the odds. They will always be an example and a byword - individuals from every part of this community who risked it all to protect the least fortunate among us."

In the course of reviewing the disaster, the Fire Service has made incredible improvements. From this tragic event the Fire Service LEARNED. Specifically, we gained a heightened awareness and understanding of Incident Risk Management, Revised Existing Building/Fire Codes , Firefighter Accountability and Forced Vendors and Trainers to Develop New Training and Technology to Promote Firefighter Safety.

The Fire Service values a traditional phrase, "May They Not Be Forgotten" when we lose brothers or sisters in the Line of Duty. In the case of the Worcester Six, the term resonates each time we think about Risk Management, Rapid Intervention, Building Construction and Decision Making.

Today, the SFD and Nation's Fire Service remembers and reinforces the lessons learned on that day, ten years ago so their sacrifice will not be forgotten.

NARRATIVE: *** Preliminary results from the SFD's investigation of yesterday's fatality fire at 1120 West Sprague, Room 106 ***

Upon forcing entry to Room 106, Ladder 4's company searched the room under fire conditions and located the unit's sole occupant approximately eleven feet from the bedroom's entry door . The seventy year old female was lying unconscious. She was immediately removed to the exterior through the main lobby doors and turned over to a team of SFD Paramedics. Paramedics received the woman not breathing and without a pulse. The victim was treated and transported to Deaconess Hospital where she was pronounced deceased by hospital personnel soon after.

The Spokane County Medical Examiner performed an autopsy on the same day (12/01/2009) and listed "smoke inhalation" as the cause of death and ruled the death "accidental." Full toxicology results and the autopsy report are pending at the time of this report.

Based upon the information available at the time of this report from the SIU; the fire originated within the bedroom of the ground floor apartment unit 106. The fire's probable ignition source was a burning cigarette which was accidently dropped or discarded. The fire ignited materials at the floor level near and/or under the room's bed. The fire spread to a variety of materials, many of which were stored beneath, including carpet, a gel filled comfort mattress, clothing and bedding. Additionally, oxygen supply tubing was ignited allowing free flowing oxygen to become involved. The "in use" portable oxygen equipment continued to supply the fire with a continuous flow of 100% oxygen that was flowing a reported three liters per minute. This condition continued until the oxygen enriched supply tubing was burned away from the outlet of the oxygen supply apparatus.

The oxygen tube was routed underneath the bed, allowing the oxygen assisted flames to reach the underside of the bed's foam mattress. Flame melted and/or consumed a significant portion of the mattress and bedding materials. Due to the types of materials involved, a large quantity of toxic gasses and sooty black smoke deposits were generated. Moderate heat and smoke collected at the ceiling of the approximately twelve by fourteen foot room and eventually filled the space down to nearly three feet above the floor. The fire was confined to the room's contents and did not involve the concrete structure.

PROBABLE CAUSE: The fire's cause has been classified as accidental and loss is estimated at $90,000.

NARRATIVE: On Tuesday December 1, 2009 at 6:46 AM, Spokane Fire Station 4 was dispatched to 1120 W Sprague Avenue on a reported general fire alarm sounding in the apartment building. While enroute, Fire Dispatch received 911 calls from the building reporting smoke present on multiple floors. After taking the citizen's calls, Fire Dispatch upgraded the alarm to include a total of 4 Engines, 1 Heavy Rescue, 1 Pumper-Ladder and 2-Senior Ladders under the direction of Battalion Chiefs Dan Brown and Bruce Moline.

When Station 4 arrived they found smoke in the lobby of the 15-story building. Upon further investigation, the companies found heavy smoke emanating from a locked apartment in room 106. Ladder 4 and Engine 4 forced entry into the room, searched and successfully rescued the sole occupant. The victim was located within 6-minutes of dispatch and removed to the exterior of the building where SFD Paramedics treated the victim on-scene and transported the patient to Deaconess Hospital.

Additional tasks were ongoing throughout the rescue including companies successfully confining the fire to the unit of origin, pressurizing the atmosphere to make it safe for occupants, evacuating floors 1 and 2 and sheltering all other occupants from Floor 3 to Floor 15.

It took 28 Firefighters 50-minutes to completely ventilate, extinguish and control the incident.

One fatality occurred as a result of the fire (Ethel Maxfield) a 70 year old female. One adult male from Floor 15 was treated by SFD Paramedics and transported to the hospital. This patient's medical emergency was not related to the fire incident. No Firefighters were injured from the incident.

We also wants to remind the community that unattended cooking is not only the #1 cause of home fires throughout the year but that Thanksgiving Day is the #1 day for cooking-caused fires.
The Washington State Fire Marshal offers the following cooking fire safety tips to help you and your family have a safe and happy Thanksgiving:
. Start holiday cooking with a clean stove and oven. Remove any buildup of grease that may be on the surface of the appliance. Keep a lid cover handy to quickly smother a small grease fire.
. Use the back burners whenever possible. Keep pot handles turned in order to avoid accidental bumping or spills.
. Have a fire extinguisher available not more than 10 feet from the stove, on the exit side of the cooking area. A 2-1/2 lb. class ABC multi-purpose dry chemical extinguisher is recommended.
. Never leave cooking unattended. Keep the kitchen off-limits to children and adults that are not helping with food preparations to lessen the possibility of kitchen mishaps.
. When cooking, do not wear clothing with loose sleeves or dangling jewelry. The clothing can easily catch on fire and the jewelry can catch on pot handles, causing spills and burns.
. Keep Thanksgiving decorations and kitchen clutter away from sources of heat such as stovetops, candles and other open flames.

Make sure your family is protected with both ionization and photoelectric smoke detectors throughout your home. Most homes today just have the ionization type and they may fail to alarm in time when there is a smoldering fire.

NARRATIVE: At 7 minutes after midnight on Wednesday November 25, 2009 the Spokane Fire Department responded to a reported kitchen fire at 1218 E. Queen. 4 Engines, 1 Ladder Truck, 1 Rescue Unit and 2 Battalion Chiefs responded with 21 Firefighters. Upon arrival by the first unit, Engine 15, it was reported that light smoke could be seen coming from the structure. The crew prepared to make an interior attack and did so after Ladder 2 arrived on scene. Additional crews took care of securing a water supply, searching the structure for occupants, ventilating smoke and setting up a rapid intervention crew if needed. Crews also overhauled the structure and looked for possible extension of the fire. The Incident Commander talked with the residents and was told that they had been cooking when the pan caught on fire. They tried to extinguish the fire with a blanket but spread the fire instead and they evacuated the duplex. No smoke alarms were heard sounding anywhere within the structure. A fast interior attack using a 1 ¾ inch fire hose confined the fire damage to the kitchen area. There was significant heat and smoke damage in the downstairs unit's kitchen with smoke damage throughout both duplex units. The fire was determined to be accidental and nobody was injured. Red Cross was called as the fire displaced a total of 5 adults, 1 child and 1 cat. The Spokane Fire Department would like to stress the importance of being careful and vigilant when cooking. If a pan does catch on fire, use an oven mitt to put a lid on the pan to try and smother the fire. Evacuate the building and call 911 for assistance to make sure the fire has not spread. Especially with grease fires do not use water or try to smother a fire with anything that will burn. Lastly make sure your smoke detectors are in working order.

Defective Cardiac Science Corporation Powerheart and CardioVive Automated External Defibrillators: Initial Communication

Device: Cardiac Science Powerheart and CardioVive Automated External Defibrillator(AED) G3 Series manufactured between August 2003 and August 2009. These devices are used for emergency treatment of victims with symptoms of sudden cardiac arrest who are unresponsive and not breathing.


Problem and Recommendations
Because the AED display screen and/or audible indicators may not accurately indicate whether the device is functioning properly or will function properly at time of use, FDA encourages users of the affected Cardiac Science Powerheart and CardioVive AEDs to follow these precautions:
If alternate AEDs are available, then use those AEDs until the Cardiac Science Corporation AEDs have been repaired or replaced, or consider obtaining another AED.
Contact the company immediately to arrange for repairs or replacements (in the U.S. at 425-402-2000 (press option 1) or outside of the U.S. at +44-161-926-0011; or email AED175@cardiacscience.com).


For Home Use and Public Access Defibrillation Programs: If an alternate AED is not available, FDA recommends using the Powerheart and CardioVive AEDs if needed, as the units may still be able to deliver the necessary therapy. The consequences of not attempting to defibrillate a patient outweigh the risk that these devices may fail.


For Hospitals, Ambulances, Clinical Settings and Emergency Transport Settings: If an alternate AED is not available, then FDA recommends that trained responders ( i.e., personnel certified in Advanced Cardiac Life Support), use manual defibrillators if they are available, or use the Powerheart and CardioVive AEDs if manual defibrillators are unavailable. The Powerheart and CardioVive units may still be able to deliver the necessary therapy.


Cardiac Science Corporation issued a press release (11/13/09) alerting users of its Powerheart and CardioVive AEDs to a malfunction with these devices. FDA believes that the company’s communication does not sufficiently describe the existing defect in the affected devices. FDA is also concerned that the company’s proposed actions do not adequately address the problem, and believes that additional precautions are warranted.


Affected models include the following:
Powerheart models 9300A, 9300C, 9300D, 9300E, 9300P, 9390A, 9390E; and
CardioVive 92531, 92532 , and 92533


300,000 Cardiac Science AEDs worldwide are potentially affected by this problem.

Background
Cardiac Science Corporation has received multiple complaints related to defective components in these AEDs that indicate the affected devices may not deliver electric shocks and that the devices’ self-test may not detect the defect in advance of their use. The specific problems may include:


Interruption of electrocardiography (ECG) analysis that prevents shock delivery, Failure to recognize pad (electrode) placement during use, or Interference or background noise that makes the device unable to accurately analyze the heart rhythm and deliver a shock, even if an ECG analysis is successfully conducted.


The specific problem with these AEDs is that defects in certain electronic components may not be detected by the device’s Daily/Weekly/Monthly self-tests. These defects can cause improper functioning of the device during a rescue attempt, which may prevent resuscitation of patients and lead to serious adverse health events or death. Normally, users should always check the status indicator on the front of the AED to see whether the device is rescue-ready (green light is displayed). However, visual inspection of a green light may not reveal defective or non-working components inside the AED.


In some complaints, the device’s self-test detected certain component failures prior to use. In other complaints, the failures were only detected during patient use when the device did not perform properly. The firm is planning on releasing a software update in May 2010 that they claim will detect all failures. FDA is conducting an evaluation of the firm’s actions to verify that the defects are permanently corrected.


FDA Activities
FDA is gathering more data about this situation to better understand its potential public health impact. As FDA learns more, we will make available any new information that might affect the use of these AED devices.


Reporting Problems
Prompt reporting of adverse events can help FDA identify and better understand the risks associated with medical devices. If you suspect any electronic or mechanical problem(s) with an AED, we encourage you to file a voluntary report through MedWatch, the FDA Safety Information and Adverse Event Reporting program. Healthcare personnel employed by facilities that are subject to FDA's user facility reporting requirements should follow the reporting procedures established by their facilities.

NARRATIVE: The Spokane City Fire Dept. responded fire apparatus and fire fighting crews to 1314 W. Cleveland at 10:27 in the morning on Saturday, November 14th, for a reported structure fire. Fire crews responding to this incident reported heavy smoke in the area as they were approaching the scene and requested additional resources be dispatched. The first arriving fire crew reported a story and a half wood/frame dwelling that had heavy dark smoke, under pressure, coming from the roof and out of the eaves. Assignments were made to the other responding fire companies by the Officer of that first arriving fire apparatus and as those companies began arriving on scene the crews went about undertaking their assigned tasks. In an aggressive and coordinated effort, fire attack hose lines were advanced into the structure at the same time that other firefighters, on the roof, were cutting vertical ventilation holes in the structure's roof. Other crews were sent inside to pull ceilings, open up walls, search for any possible victims, and still other crews were assigned as back-up for the crews inside. Another crew was assigned to protect a dwelling to the west of the fire building that was being exposed to radiant heat from the fire building. A fire crew was also assigned as the "rapid intervention team"; a safety mandated unit that needs to be in place and available at every fire in case a rescue of injured, lost, or trapped fire fighters should occur. The fire had taken possession of the attic space in this building and was burning hot and fast until all phases of the attack came together and the crews were able to hit the main body of fire from inside and below and push it out of the vent holes that had been cut in the roof. While the extinguishment of the fire was dramatic and quick it still had caused serious damage inside the structure. Once the fire had been darkened down the labor intensive task of overhaul began as fire fighters went about digging out the hidden fire from those concealed spaces that are inherent inside of every structure. Fire damage was severe in the roof and the roof supporting members located in the attic, the fire also damaged the walls and ceilings of the main floor as it burned inside the walls as it moved from the first floor up and into the second floor on it's way to the attic. There was considerable smoke and water damage throughout the dwelling and the electrical supply to the building had to be disconnected. Because of the damage, Red Cross representatives were requested to the scene and they were in the process of assisting the tenants with temporary lodging and supplies. There were no reported injuries to any of the fire fighters at the scene or to the two tenants of the dwelling who were able to get out safely along with their pet dog. Investigation into the cause of the fire is being conducted by a member of the Spokane City Fire Dept.'s Special Investigation Unit and at the time of this release an electrical problem is being considered as the most likely cause.

PROBABLE CAUSE: An unspecified electrical problem appears to be the most likely cause of this fire.
DAMAGE EXTENT: Severe fire damage to the walls and ceilings on the main floor and second floor including the attic spaces, the structural members supporting the roof, and the roof itself. Smoke and water damage throughout the structure.

NARRATIVE: Our friends from Code3foracure are stopping this evening in Spokane as a part of their 2009 Mission of honor and hope in the war against all firefighters' cancer. "Code3foracure.org" are firefighter/cancer survivors both active and retired that were compelled to organize this mission after their own personal battles with cancer and witnessing many of their comrade's die from the terrible disease.

They kicked off on September 14th and departed from Los Angeles in an Engine donated by Sutphen Fire Apparatus and traveled across America into Canada where they were united with Canadian firefighters. They have a crew of 3 on a single fire apparatus to share cancer survivor experiences and bring awareness about early cancer screenings. NARRATIVE: On Tuesday November 10, 2009 the Spokane Fire Department responded at 3:54 PM to1504 W. Shannon on a report of a natural gas leak. First crews on the scene reported that a natural gas line located in the alley behind this address was damaged when the home owner had been working in the area. Nearby homes were evacuated due to exposure to the natural gas vapors and the scene was secured in approximately 2 hours. Avista will remain on scene through out the night as they complete the necessary repairs to the 6 inch gas line.

NARRATIVE: On Sunday November 8th, 2009 at 8:43 P.M. the Spokane Fire Department responded 3 engine companies, 2 ladder companies, a rescue company and 2 battalion chiefs to a structure fire involving a condominium at 2027 E. Upriver Drive. It was reported that the occupant believed there was a fire in or near her condo because she could smell smoke and her smoke detector had woke her. The occupant could not see any flames but did report that the smoke was getting worse. She called 911 and then evacuated her condo and waited for fire department arrival. The first arriving engine and ladder company reported that they had a smoke condition inside the unit but they were having difficulty locating the source of the fire because of increasing smoke conditions and diminished visibility. A quick check of the attic space above including adjacent neighboring condos confirmed that the fire was elsewhere. As this effort was progressing, other crews were busy evacuating the other occupants that remained throughout this particular wing of the complex. They also accessed the roof with an aerial platform in case vertical ventilation operations were needed. Through the use of their thermal imaging camera, and rapid advancements of hose lines, fire crews were able to pinpoint the fire in the kitchen behind an appliance enclosure. The fire was quickly extinguished and soon overhaul and cleanup operations began. A total of 20 occupants were safely evacuated from this fire and all were allowed to return after the fire operations were completed. The fire was confined to various appliances, wooden cabinetry, wiring and wallboard. The fire is under investigation at this time by the Special Investigative Unit of the Spokane Fire Department and will continue tomorrow, 11-09-09. Smoke detectors do save lives. The occupant had said that she was first awakened by the activated detector alerting her. Had her detector not been in working condition, the outcome could have been much worse. This was a positive outcome for all. Please keep your detectors in working condition and practice exit drills in the home.

PROBABLE CAUSE: Under investigation by the Special Investigative Unit of the Spokane Fire Department.
DAMAGE EXTENT: Minor heat damage to kitchen cabinetry and walls. Moderate smoke damage throughout condominium. Heavy heat damage to appliances.

NARRATIVE: On 11/07/09, at approximately 0353 hrs units of the City of Spokane Fire responded to 1506 E Desmet upon report of a structure fire. Initial reports indicated that an attached deck on the structure was on fire and that the tenants were evacuating. First arriving fire department crews found a two-story, wood-frame, duplex, with heavy smoke coming from the roof and eaves. Fire was evident in the soffit area on the north side of the home. Pre-connected hose-lines were advanced to the main floor of the residence to extinguish the fire. At the same time fire crews conducted search and rescue operations to assure all civilians had evacuated the duplex and to cut a hole in the roof to ventilate hot smoke and gases from the structure. The fire was extinguished within approximately 20 minutes with overhaul of fire damaged areas continuing for another 2 hrs.

A total of 10 apparatus with 27 firefighters fought this blaze. No injuries were reported to either firefighters or civilians. Tenants of the fire damaged unit of the duplex declined assistance from the Red Cross and were going to stay with relatives. The other half of the duplex was reoccupied by its tenants.

PROBABLE CAUSE: Fire Investigators are currently attempting to determine the exact fire cause. The fire is currently undetermined.
DAMAGE EXTENT: The area of greatest fire damage was to the attic. It appears the fire started on the deck, moved up the exterior wall, and then entered the attic. The ceiling in the kitchen and living room of the unit was removed to gain access to the attic area and extinguish the fire. In addition a portion of the roof was removed to find hidden hot spots.

Change your clock / Change your battery


On Sunday November 1st we return to Standard Time and recall the "Change your clock/ Change your battery" slogan that has been used throughout the United States for over twenty years. With our extra hour, we have the time to really check on the condition of our smoke alarms, carbon monoxide detectors and home fire escape plan as we head into the winter months and a predictable increase in home fires.


A recent study from the National Fire Protection Association reports that nearly two-thirds of home fire deaths (2003-2006) happened in homes with no alarm (40%) or where batteries were dead or disabled (23%). Approximately 3000 persons die in home fires each year and thousands more are injured from smoke inhalation or burns.

This weekend, Spokane Fire Department asks you to complete this checklist:
. Replace every smoke detector in the home that is more than 10 years old by first checking the manufacture date on the back label. Most carbon monoxide detectors must be replaced every 5 years.
. Check the back label to determine whether you have ionization or photoelectric smoke detectors.
. Make sure you have at least one photoelectric detector on each level of the home because we now know they are much more efficient at detecting slow-burning, smoldering fires.
. Have enough detectors for the size and shape of your home. You need at least one on each level and outside all bedroom areas. You are wise to also install them inside the bedrooms.
. If you have a problem with "nuisance" alarms from cooking or shower steam, replace the ionization detector with a photoelectric one.
. Replace all alkaline batteries and check the longer-life lithium batteries to make sure they are still working.
. Review your fire escape plan with family members and babysitters.
. Help an elderly relative or neighbor check on the condition of their smoke alarms and carbon monoxide detectors.

10/23/2009 12:09 at 1508 North Post- Working Apartment Fire. Accidental. $5,000 loss. Cause was determined to be combustibles too close to a wall heater. Damage limited to one unit.

10/23/2009 13:57 at 1317 East Rich- HAZMAT Team Incident. Release of 100 gallons of furnace fuel inside the residence. Accidental. $20,000 cleanup/loss. The HazMat Team mitigated the incident and coordinated with a private HazMat clean-up company which assumed responsibility of the site. Spokane Regional Health and Washington State Department of Ecology notified.

10/23/2009 14:11 614 E 7th AVE- Working Structure Fire. Accidental. $200,000 loss. Cause was due to a working fireplace that was not utilizing a closed screen. Sparks from the fireplace spread to combustibles which rapidly propagated throughout the occupied home.


10/23/2009 18:16 1429 E 14th AVE- Structure Fire. Accidental. $5,000 loss. Combustibles left on an operating stove. Damage from the fire was contained to the kitchen, however smoke spread throughout the residence.

NARRATIVE: On Friday October, 23 2009 at 12:09 PM, 7 Companies of Spokane Firefighters, 5 Engines and 2 Senior Ladders responded under the direction of Battalion Chief Craig Cornelius and Mike Inman to a reported apartment building fire at 1508 N Post. On the arrival of the first company they reported smoke showing from a single story apartment building which housed approximately six living units. The alarm was upgraded to a working fire and an additional engine company was added.

Ladder companies were sent to the roof and to adjoining rooms to search for, and evacuate victims; while the arriving engines established water supply from nearby hydrants and stretched hose lines to the fire. The fire was confined to the unit of origin within 15-minutes and companies spent a significant amount of time overhauling and salvaging the areas. No civilians or firefighters were injured as a result of the incident.


PROBABLE CAUSE: The cause of this incident is under investigation by the SFD's SIU.
DAMAGE EXTENT: The unit of origin is not able to be occupied due to the damage. SFD's CARES Team and Red Cross assisted the two occupants of the unit find temporary housing and assisted in replacing personal effects. The CARES Team also assisted other residents on-site and remained on-scene to provide support.

NARRATIVE: On Friday October, 23 2009 at 11:46 AM, 2 Companies of Spokane Firefighters, 1 Engine and 1 Paramedic Engine under the direction of Battalion Chief Mike Inman responded to a reported motor vehicle accident at N Assembly Street and W Northwest Blvd involving a pedestrian. On the arrival of the first company, they reported a vehicle collision with a triage report of two type red (critical) patients with CPR in progress. After arriving, Chief Inman established command and requested additional resources including a total of; two AMR ambulances, Chief Officer and another Paramedic Engine Company.

Both patients were treated on-scene by SFD Firefighter/Paramedics and transported within 15-minutes of arrival to Holy Family and Sacred Heart.

No civilians or firefighters were injured as a result of the incident.

Fire burns State Street Flats again

On Thursday October 22, 2009 at 08:51 AM, 8 Companies of Spokane Firefighters, 5 Engines, 1 Heavy Rescue and 2-Senior Ladders under the direction of Battalion Chiefs Dan Brown, Bruce Moline and Acting BC Haworth responded to a reported building fire at 19 West Pacific.

When the first companies arrived from Station 1, they reported heavy smoke and flames showing from the three story (includes basement) vacant building. The building had previously been involved in a tragic fire in 2006 which resulted in multiple injuries and the structure being boarded up and secured from access. The unreinforced masonry construction combined with the smoke/fire conditions and building's proximity to other occupied structures led to the alarm being upgraded to a second alarm in anticipation of a need for additional resources. Ladder Companies were utilized to gain access to the boarded up vacant structure while personnel from Engine Companies assembled to prepare for an offensive attack on the fire. The additional alarm added a Pumper-Ladder and two engines which allowed the 38 Firefighters to locate and knock down the fire and control the incident within 45-minutes. One civilian was treated by SFD Paramedics for injuries received while fleeing the fire, however was not transported. No firefighters were injured as a result of the incident.


PROBABLE CAUSE: The cause of this incident was determined to be incendiary and two adults (Sypher, Steven 26 Year-old male and Garland, Windy 23 year-old female) have been arrested and charged by SFD Investigators with Arson 2nd Degree.
DAMAGE EXTENT: The building was not inhabitable after the fire in 2006 and that continues to be the case. Damage is significant and access is prohibited due to the concern for public safety.

NARRATIVE: On Friday October 16, 2009 at 8:58 AM, 6 Companies of Spokane Firefighters, 2 Engines, 1 Heavy Rescue, 1 Pumper-Ladder and 2-Senior Ladders under the direction of Battalion Chiefs Bob Green and Steve Sabo responded to a reported residence fire at 1404 E. North Avenue. Neighbors called 911 when they noticed smoke coming from an open door in the vacant two-story residence. When the first company arrived, they reported smoke banking down near the floor in the interior first level and believed that they had a working basement fire.

Ladder and Engine Companies worked quickly, in a coordinated effort, to attack the fire and force entry to perform a search of the two living units that made up the residence. It took 24 Firefighters just 15 minutes to locate and knock down the fire and control the incident. Firefighters were able to limit the damage to the area of origin in the basement and prevent it from spreading into floors above.
No civilians or firefighters were injured as a result of the incident.


PROBABLE CAUSE: The cause of this incident was determined to be incendiary (intentionally human caused). If citizens have information regarding the cause of this incident, they are encouraged to contact the SFD's Arson Tip Line at 344-FIRE.

NARRATIVE: On Friday October 9, 2009 at 10:38 AM, 7 Companies of Spokane Firefighters, 3 Engines, 1 Heavy Rescue, 1 Pumper-Ladder and 3-Senior Ladders under the direction of Battalion Chiefs Ken Kirsch and Craig Cornelius responded to a reported fire in the building at 206 South Post, the Carlyle Residential Care and
Assisted Living Community.

The seven story building was originally constructed in 1892 as the Carlyle Hotel and was most recently renovated in 2003. The Carlyle now provides residential and assisted care for individuals 18 years of age and older with varying levels of mobility. The building currently has 72 furnished client rooms with occupancy of 126 residents.

When the first company arrived, they were met by facility staff which advised smoke was visible on the interior of the building in the basement area. Due to the conditions and building's high-risk occupants, the alarm was upgraded to include the balance of a second alarm-plus incident to extinguish the fire and manage the evacuation and transportation of 100% of residents and staff to the Central Methodist Church at 518 W 3rd Avenue as prescribed by the facility's disaster plan.

Initial arriving Engines were assigned to supporting the building's fire suppression system while additional Ladder and Engine Companies were utilized to gain access to the basement and locate and extinguish the fire. Other companies were spread throughout the building on multiple floors to search for occupants and to check for extension of the fire with thermal imaging cameras. It took 43 Firefighters 45 minutes to locate and extinguish the fire and control the incident. Firefighters were able to limit the damage to the northeast first-floor area and basement below the fire. Two STA Transit buses were used by the command team to transport the residents to the Church's shelter.

No civilians or firefighters were injured as a result of the incident. All residents were transported in an orderly fashion and managed from a medical perspective by SFD and AMR Paramedics.


PROBABLE CAUSE: The cause of the fire was discarded smoking materials which spread to flooring on the building's interior.
DAMAGE EXTENT: Firefighters successfully confined the fire to a 10x10 area on the first level in the flooring and small area on the exterior wall.

NARRATIVE: Fire Prevention Week: "Don't Get Burned!"

As a community, we have the opportunity to learn from the past so that we can make things safer in the present.

Two historic fires began on the night of October 8, 1871. Most Americans are familiar with the Great Chicago Fire that started 138 years ago this week, killed 250 people and left 100,000 persons homeless. That fire is now commemorated with national Fire Prevention Week. But few people know that the Great Peshtigo Fire began the very same night near Green Bay Wisconsin, burned 1.2 million acres of land and resulted in the most deaths by fire in U.S. history. Officials were able to document 1200 fatalities but the survival of an additional 1200 persons could not be determined.

Today we have more safeguards and resources in place for preventing the scale of fire loss that happened in October 1871. However, we know that right now there are no smoke detectors working in about 20% of American homes. We also know that a significant number of homes are equipped with smoke detectors that have at least a 30% failure rate because they are more than ten years old. There are also homes were the good intention of replacing smoke detectors has never been accomplished. Yet no one knows when a fire might begin.

Last week nine-year old twin girls from Yelm WA were airlifted to Harborview Medical Center in Seattle with critical burns to their bodies and airways caused by a relatively small house fire. They were initially trapped in their bedroom before rescued through a window by a family member. However, they most likely would not have suffered any injury had the smoke detectors that were still packed in boxes actually been installed in the home.

Working smoke detectors are life savers. Every home should have at least one smoke alarm on every level of the house. Spokane Fire Department recommends that every household also be protected by photoelectric detectors (which are must faster at detecting smoldering fires than the more common, ionization detectors.) Fire Prevention Week is our national reminder that we can keep our household safer by installing enough working smoke detectors. NARRATIVE:

Spokane Firefighter/Paramedic Brenda Stanton was deployed last Tuesday as a volunteer with the Humane Evacuation Animal Rescue Team (HEART) to the Philippines following the tragic Tropical Storm Ketsana. She has spent the last week in Manila and surrounding areas assisting both human and animal victims.

Stanton has been involved with HEART in an off-duty/voluntary capacity for several years and takes her emergency training and incident experience at the SFD with her to assist others on each deployment. The purpose of HEART is to coordinate efforts to provide rapid response to events affecting the health, safety and welfare of human beings and animals. Activities include but are not limited to small and large animal care, facility usage, and providing mass care and sheltering for companion animals, livestock, wildlife, and exotic animals following a major emergency or disaster. While the SFD is not able to financially support HEART's efforts or allow time off for participating, we are very supportive of members giving back to the community in every way possible. FF/PM Stanton's participation in this mission is an ideal demonstration of her commitment to 'Service Above Self' and represents the epitome of a Spokane Firefighter-and for that we are thankful.

Stanton's scheduled arrival is today at 3:00 p.m. the Spokane Airport on Alaska/Horizon. Local HEART Team members and SFD members plan to be at the airport to welcome the team home.

in our nation's emergency rooms for burn injuries.

Burn injuries are commonly caused by flame, scalds or contact with a
hot surface. Burns are painful and can result in serious disability,
disfigurement - even death.

Most importantly, burns are preventable...

* Turn pot and pan handles away from the front of your stove, and use
the rear burners when possible. Maintain a 3-foot 'kid-free' zone around
your stove and wear short or close-fitting sleeves when cooking.

* Keep hot foods and liquids away from tables and counter edges so they
cannot be pulled or knocked over.

* Never hold a child in your arms while preparing hot food or drinking
a hot beverage.

* Use extreme caution with items that get hot such as curling irons,
oven, irons, lamps, heaters.

* Never leave a child alone in a room with a lit candle, portable
heater, lit fireplace or stove, or where a hot appliance might be in
use.

* Set your hot water temperature no higher than 120 degrees, and
install anti-scald valves on shower heads and faucets.

NARRATIVE: On October 3, 2009 at 1047 am the Spokane Fire Department responded on a call to 8410 Palm Pl. The owner said they were using a gas fire insert and could smell wood smoke. Due to the quick thinking of the resident the gas insert was turned off and the Fire Department was called. Four Engines, a Ladder truck, a Rescue unit and 2 Battalion Chiefs responded. The first Engine on scene quickly extinguished the fire in an exterior wall of the structure using a 1 ¾" hose line. Additional Fire crews checked the attic for extension, checked the interior walls using a thermal imagining camera, put down tarps to minimize the damage to the inside of the home and ventilated the smoke out of the structure. Due to the quick fire attack some of the crews were able to return in service in a short period of time. A Fire Investigator was called to try and determine the cause of the fire inside a wall in the vicinity of gas fired insert. Although this fire does not appear to be caused by improper use or poor maintenance the Spokane Fire Department would like to remind residents to check their heating devices for proper operation and maintenance as we enter the heating season.

PROBABLE CAUSE: Under investigation
DAMAGE EXTENT: 2 vertical structural supports were slightly damaged by fire. Exterior siding of the structure, some electrical wiring and interior sheet rock was damaged by either fire or fire crews opening up the structure to extinguish the fire.

NARRATIVE: Weather forecasters have issued a RED FLAG WARNING today from 11:00 AM to 11:00 PM for all of Spokane. A Red Flag Warning event means critical weather conditions exist or are about to exist that may lead to the occurrence of extreme and dangerous fire behavior. The conditions that exist today include relatively diminutive precipitation for the past few days, low relative humidity across the area, and a forecast for sustained high winds with higher gusts possible. Lower than normal precipitation during the past several days and sustained winds expected this afternoon have made fuels drier than typical for this time of the year.

Fire Danger is High in the City of Spokane. "High Fire Danger" means that fires start easily from all causes and, immediately after ignition, spread rapidly, increasing quickly in intensity. Unattended fires are likely to escape. This morning the SFD has already dealt with a brush incident which had all the components of "high fire danger" fire behavior (West Ide Avenue and North Monroe) and reinforces our message.

The SFD advises that the public should not conduct any open burning today and also be very careful with their backyard barbeques. A responsible person should be in attendance of the fires at all times while conducting these activities and should be prepared to extinguish any errant spark produced by the activity. The public should also be very careful when disposing of used barbeque coals and insure the coals are completely cold and out before disposal.

NARRATIVE: *** Side-by-side fires to be set by the Spokane Fire Department to help Spokane residents understand risks and home safety technology ***

"Sometimes people just need to see it to believe it," says Spokane Fire Department Fire Protection Engineer Dave Kokot. That's why the Spokane Fire Department will intentionally light two fires in front of a live audience on September 30, 2009, at 1:00 p.m. at the north parking lot of the North Bank Park (507 W. Cataldo Avenue).

"There's nothing like the heat and smoke of a real fire to help adults and children understand just how fast a home fire can be," says Kokot. "With the side-by-side comparison, we can show both the danger of fire and the value of having a fire sprinkler system installed."

This dramatic, yet safe, form of education has become increasingly popular with Fire Departments across the Country. On September 30, 2009, Spokane residents will see firsthand why a typical home fire becomes deadly in THREE MINUTES or less.

The Spokane Fire Department received financial support from Garco Construction, Advanced Fire Protection, Inland Empire Fire Chiefs, supporting local businesses and the Spokane Fire Department Foundation to bring this important event to Spokane. Spokane Fire Department employees built two structures to simulate the room and contents of a typical home. Each room contains common furnishings, window treatments and a working smoke alarm. Only one of the rooms contains a residential fire sprinkler. The two rooms will be transported to the Arena North Parking Lot where the fires will be lit.

The Spokane Fire Department will have firefighters and fire apparatus on hand as well. The demonstration will begin with an educational presentation and will be followed up with a general discussion and tour of the burned demonstration modules.

By providing this unique live fire comparison, people not only gain an appreciation for the rapid and destructive power of fire in a home; they also realize what an incredible advantage it is to have a fire sprinkler system installed if fire breaks out.

Many people already understand how vital it is to have working smoke alarms to warn us of fire. Unfortunately, home fire sprinklers are not as well-known or understood.

That is the primary reason why the nonprofit Home Fire Sprinkler Coalition (HFSC) secured a Federal Fire Prevention & Safety Grant to develop a free kit to help Fire Departments build and present side-by-side fire and sprinkler burn demonstrations in their communities.

Following an emergency call it takes 9-12 minutes on average, for a fire department to arrive on the fire scene. By that time, a fire in an un-sprinklered home will have spread, causing smoke and heat damage and threatening the lives of the residents. Local and national fire safety experts say widespread use of home fire sprinkler systems could save thousands of lives per year.

In a sprinklered home, the fire sprinklers control the fire quickly and limits damage and more importantly protects residents and first responders. Here are some other facts about home fire sprinkler systems:

*Fire sprinklers are supplied by household water - usually off the water main. Just like ordinary plumbing, sprinkler system piping is hidden behind walls and ceilings.

*The sprinklers are positioned along the piping and can be seen in ceilings or up high along certain walls.

*Sprinklers are activated only by the high temperature of a fire - typically between 135?-165?F and only sprinklers in an affected area activate. No other sprinkler heads flow water until or unless the high temperature is reached.

*Burned toast or other smoke cannot set off a sprinkler; neither can a smoke alarm that activates.

*Sprinklers are designed to flow between 10-25 gallons of water per minute. That's about 10-15 times less water flow than fire department hoses and under far less pressure.

*By operating while a fire is still small, a sprinkler controls or extinguishes a fire, slowing the spread of toxic smoke and deadly heat.

*That fast and effective action gives family members more time to get out safely, saving lives.

*The sprinkler confines the fire damage so that surrounding rooms are protected, saving valuables.
