Narrative:
On December 29, 2013 at 8:28 P.M. the Spokane Fire Department responded to an extrication call involving two vehicles at the intersection of Wellesley and Belt.  Fire crews arrived within minutes to fine one light sedan and one SUV. There were two occupants in the SUV and three occupants in the sedan. All five patients were checked for injuries, the two patients in the SUV were not injured, the three in the sedan were found with neck and back injuries and after extrication form the car, were transported by AMR to nearby medical centers. Spokane Police were on scene and are investigating.

Media Release

Two North Side Structure Fires

Narrative:
On Saturday, December 28, 2013 a little after 9:00 PM, the Spokane Fire Department Dispatch Center received a 911 call for a house fire located at 3017 E. Rowan.  Callers reported fire in a single story residence with smoke coming from the eaves and roof of the home.  Fire Dispatchers diverted Ladder 2 from a nearby medical call and assigned it to this incident along with 5 other apparatus.  Ladder 2’s crew arrived on scene within 3 minutes, reported a working fire and went to work.  Command was assumed by a Battalion Chief arriving shortly after Ladder 2.  Ladder 2’s personnel verified everyone was out of the home by speaking with bystanders and performing a search of the structure.  Engine 8 applied the first water on the fire with the additional incoming resources coordinated into the fire attack. This fire was controlled within 10 minutes of Ladder 2’s arrival, but crews spent several hours removing burned material from the home and checking for hot spots.  Fire cause is accidental in nature and appears to be related to a wood stove used to heat the home.  There were no injuries at this incident, and one tenant and dog have been displaced by the fire and the resulting damage to the structure.
Shortly after 10:47 PM, another fire was reported at an apartment complex located at 6901 N. Wiscomb.  Eight apparatus, most having just worked at the Rowan fire were now responding to this incident.  Engine 18, the first to arrive, reported fire and smoke showing from the eave line on the north side of the building.  Engine crews advanced hose lines to two of the upper units.  They found fire in a common wall between the two apartments and in the attic above the wall.  Occupants were evacuated, followed by a search of the building’s four apartment units to verify everyone was safe.  Firefighters had the fire controlled within 20 minutes, but continued to work for several hours making sure the fire was out.  The fire originated in a second floor wall with the cause being electrical in nature.  The building sustained fire damage in two of the upstairs apartments and a portion of the attic.  One family of 3 has been displaced.

Damage:
Rowan Fire: 3 rooms and a portion of the attic.
Wiscomb Fire: Common Wall in two apartments and a portion of the ceiling/attic.

On Saturday, December 21 at 12:13 PM, 6 companies of the Spokane Fire Department responded to a reported fire of a detached garage at 2812 N Cincinnati. Firefighters arrived quickly to discover heavy smoke showing from the garage. Firefighters using pre-connected hand lines quickly located and extinguished the fire. The fire was completely extinguished in 30 minutes. There were no injuries to civilian or firefighters on this incident.
 

Cause:
The fire cause is under investigation by the SFD's SIU

North Battalion Structure Fire

Narrative:
At 09:45 PM, December 19, 2013 Spokane Fire Department crews responded to 1107 West Decatur on a reported structure fire. The first arriving Chief arrived on scene and reported a single story wood framed dwelling with smoke showing from the roof eaves. All of the occupants were reported safely out of the structure. Companies were assigned to extinguish and confine the fire, vertically ventilate the roof and protect the occupant’s valuables. The attic fire was brought under control within 30 minutes. Fire Companies remained on scene overhauling and completing a fire watch until 02:00 AM.  Four adult occupants were displaced and staying with family until repairs can be completed to the home. Avista disconnected the power and natural gas to the home at least until the following morning. No injuries were reported by civilians or firefighters.

Cause:
The Spokane Fire Department Special Investigation Unit has determined that the fire originated in a wall which had wood framing in close proximity to the operating fireplace. Radiant heat from the fireplace ignited the wall which then extended into the attic of the home.

Damage:
There is fire damage to the exposed wall and attic next to the fireplace and chimney. Light smoke damage also occurred throughout the entire home.

Warehouse Fire

Narrative:
At 2:46 this afternoon, Monday, December 16th, the Spokane Fire Department responded to a reported warehouse fire at 2627 E. Trent Avenue. The first engine on scene reported a 60’ X 60’ metal warehouse with heavy smoke showing from an open overhead door. Multiple minor explosions were heard from inside the structure, which was reported to contain flammable gas cylinders. There was also tall rack storage of heavy commercial material and tools. Due to these hazards, and confirmation from employees that there was no one inside the structure, firefighters attacked the fire from the exterior. Thermal imaging cameras were used to determine the location of the fire, where siding was removed to extinguish the majority of fire. Crews will remain on scene throughout the night monitoring hot spots in an area of the warehouse unsafe to enter. There were no injuries to civilians or firefighters. The Spokane Police Department assisted with traffic control on busy Trent Avenue, and AMR provided a standby ambulance crew on scene.

Cause:
Fire investigators will be on scene in the morning to attempt to enter the area suspected to be the origin. At this time the cause of the fire does not appear to be suspicious.

Damage:
Damage was confined to an office/tool room in the warehouse, with heat, smoke and water damage to much of the contents of the remainder of the warehouse.

Narrative:
At approximately 1:10 PM this afternoon, December 11, 2013 Spokane City Fire crews were dispatched to 2722 West Boone on a reported structure fire. Fire crews responding to this location reported seeing a column of smoke showing from several blocks away. The first unit on scene reported heavy fire showing from the northeast corner of a single story, wood framed structure with smoke showing from the eaves. The home was later identified as a 1-1/2 story structure with fire extending into the attic on the north and east side. The first engine arriving on scene initiated an aggressive interior attack confining the fire to a bedroom at the back of the home while a second fire crew attacked the fire in the upstairs bedroom. Additional fire crews on scene completed search, vertical ventilation and salvage and overhaul. The fire was brought under control within 30 minutes. There were no injuries to any civilians, one firefighter suffered a knee injury and was transported to a local hospital for examination. Fire crews remained on scene for several hours completing overhaul and assisting in the investigation process. Avista gas and electric crews arrived on scene and removed hazards as needed. The house was found to be vacant and unsecured however neighbors did report seeing 2 individuals staying within the home the last several days.   

Cause:
The cause of the fire is currently under investigation by the Spokane Fire Departments Special Investigation Unit.

Damage:
There was heavy fire damage to a bedroom and bathroom on the north side of the structure on the main floor, fire damage in the attic and heat and smoke damage throughout the rest of the structure.

North Side House Fire

Narrative:
On 12/09/2013 at 01:25 hours, the Spokane Fire Department responded 5 engines, 2 ladders, 1 rescue, and 2 battalion chiefs to a reported structure fire at 2004 W Gordon.  First arriving SE13 reported smoke showing from the windows on Alpha and Delta sides.  After ensuring all occupants were evacuated from the structure, SE13 took a fire attack hose lead into the structure to locate and extinguish the fire.  The fire was located in the basement on side Delta. SE13 and SE16 were successful in knocking down the fire and containing the fire to that area of the structure.  SL4, SL2 and SE3 assisted the fire attack efforts by pulling ceiling to expose any areas where fire may have extended.  There were no injuries to civilians or Firefighters on this response.

Cause:
This fire is under investigation by the Spokane Fire Departments SIU

Fire damage to 2 bedrooms, smoke damage throughout the home

Retirement Community Fire

Narrative:
On Saturday, December 7, 2013 at 07:36 AM, an automatic fire alarm was received from 2929 South Waterford, Touchmark on South Hill.  As the incident was being dispatched, the Communications Center received information that smoke was visible on the first and second floors.  The incident was upgraded to a full alarm and added 4 Engines, 2 Ladders and a Heavy Rescue under the direction of Battalion Chiefs Donahoe and Moline. The first fire company arrived within minutes from nearby Station 11 and reported smoke showing from the eves and second and third floors visible from the Pittsburg side.  
 
First arriving firefighters sprinted into action by raising aerial ladders to assist those potentially in need and deployed handlines to aggressively attack the flames while performing a primary search. Additional firefighters were immediately summoned including all three of the CIty's Ladders, to assist battling the blaze as the incident was officially upgraded to a working fire.

The 499-unit apartment complex was in compliance with Fire Codes including hard wired smoke alarms, smoke-activated magnetic fire doors and automatic sprinklers in building area, all of which assisted in saving lives and preventing the spread of fire and smoke. This serves as a good reminder for all to never block open fire doors as this allows smoke and fire to travel and impede occupants from escaping in an emergency.

One unit was involved in fire in the wall and floor areas and smoke was present throughout the floors.  Over 40 firefighters extinguished the blaze in just 35-minutes and there were no injuries. There were no security doors, window bars or obvious non-fire factors to impede the residents from exiting all of the floors.

Firefighters are remaining on scene for several hours, assisting the residents and building managers. 

Cause:
The cause is under investigation and facility’s management has done a wonderful job at assisting the residents with temporary accommodations.

Damage:
The damage is limited to a wall and flooring on floor 1 and 2. Companies are still on-scene and residents will be able to reoccupy within the hour.

North Battalion House Fire

Narrative:
On Friday, December 6, at approx 8:30 AM, the Spokane Fire Department responded 2 ladders, 5 engines, 1 heavy rescue, and 2 battalion chiefs to a reported structure fire at 1503 E Rich. Neighbors had called in the fire and said they could see smoke and flames coming from the single story family residence. SE15, located in the Hillyard neighborhood, arrived and reported heavy smoke coming from the approx 1500 sq ft residence. After ensuring the occupants were out of the structure, SE15 advanced a preconnected hose to attack the fire, which was located in the basement. Later arriving crews were assigned to secure a water supply, provide openings to remove the smoke from the structure, and advance additional hoses. The fire was extinguished within 20 minutes and crews spent several hours removing burned materials and checking for hot spots. The tenents are being assisted by the Red Cross as their home is uninhabitable. Traffic control was provided SPD units who blocked nearby intersections.

Cause:
The cause of the fire in under investigation by the Spokane Fire Department Special Investigation Unit.

Damage:
The basement was heavily damage with heat and smoke damage throughout the rest of the structure.

Electric Heater SAFETY!

The SFD, U.S. Fire Administration and the Association of Home Appliance Manufacturers (AHAM) share these 12 critical tips for using portable electric heaters safely this season:
 

  1. First… Read the manufacturer's instructions and warning labels before using your heater.
  2. NEVER leave an operating heater unattended. Always unplug the heater when not in use.
  3. Unplug the heater by pulling the plug straight from the outlet. Inspect the power cord regularly, and never use a heater with a damaged cord.
  4. Check periodically for a secure plug/outlet fit. If the plug does not fit snugly into the outlet or if the plug becomes very hot, the outlet may need to be replaced. Check with a qualified electrician to replace the outlet.
  5. NEVER use a power strip or extension cord to power your heater. Overheating of the power strip or extension cord can easily cause a fire.
  6. Do not plug any other electrical device into the same outlet as your heater. Doing so can overheat the circuit and cause a fire.
  7. String the included power cord above any rug or carpeting. Anything you place on top of a cord - including furniture, may damage it.
  8. Keep combustible materials such as furniture, pillows, bedding, papers, clothes, curtains, paint, gas cans and matches at least three feet from all sides of the heater. Do not block the heater's air intake or outlet.
  9. Unless the heater is designed for outdoor use or in bathrooms, do not use in damp or wet areas. Parts in the heater may be damaged by moisture.
  10. Place the heater on a level, flat surface. Only use a heater on tabletops when specified by the manufacturer.
  11. Heaters should be kept away from pets and children and never used in a child's room without constant adult presence.
  12. Seniors, the disabled, those living alone or in student housing may be at increased risk due to careless or improper use of heaters. If you know someone in this risk category, please share this safety list and your concerns.

Update on Vehicle Explosion

Narrative:
This Media Release serves as the official update to the traumatic vehicle explosion that occured on August 4, 2013. The Spokane County Prosecutors Office has filed formal charges against 27 year old Jacob W. Sayman for his alleged actions which Fire Investigators say were responsible for the vehicle Sayman was driving to explode.  Sayman is charged with Assault of a Child 3rd Degree and Manufacturing of a Controlled Substance.  Both charges are Felonies. Additionally, there are aggravating circumstances in both charges which qualify for sentencing enhancements if Sayman is convicted. A date has been set to formally arraign Sayman on the charges. 
 
Spokane Fire Department Investigators allege that the vehicle Sayman was driving exploded shortly after he had attempted to extract THC (Tetrahydrocannabinol) from marihuana using a process in which Butane lighter fluid is used to extract THC from the marijuana plant materials.  Investigators allege that Sayman drove to a smoke shop located at Garland and Wall where he purchased three canisters of butane lighter fluid.  Investigators say that immediately after purchasing the butane, Sayman returned to his vehicle and attempted to produce a substance which is commonly referred to as “butane honey oil.” Fire investigators allege that Sayman placed marijuana into a homemade device made from a section of plastic pipe and then introduced butane lighter fluid into the device in an effort to extract THC from the marijuana. The attempt to extract the THC was conducted inside the vehicle.
 
SFD Fire Investigators confirmed that Sayman’s efforts to produce the marijuana derivative were undesirable and that Sayman became frustrated and set the device and materials aside within the vehicle and drove off.  Additionally, they determined that as Sayman attempted to light a cigarette with a cigarette lighter, butane vapors that had accumulated in the vehicle ignited, causing a combustible vapor explosion.  Sayman’s two-year old daughter was with Sayman when all of the events transpired.  Both Sayman and the child sustained burn injuries as a result of the butane vapor explosion.
 
In the Butane Honey Oil making process, residual liquid from the vessel containing the butane soaked marijuana is collected and allowed to dry.  What remains is a gooey substance which has been coined butane honey oil.  The honey oil is a super strong marijuana derivative that can be smoked on its own or added to ordinary marijuana prior to being smoked. 
  
Across the country, there have been similar incidents of explosions and/or fires attributed to the THC extraction process.  There have been numerous documented cases where those explosions and fires have caused serious injuries to the individual engaged in the activity and to innocent bystanders; notwithstanding, significant property damage.
    
The Spokane Fire Department warns that Butane is HIGHLY explosive, colorless, odorless and heavier than air and therefore can travel along the floor until the butane vapors encounter an ignition source. The results of any ignition of accumulating or migrating butane vapors can cause serious burns, respiratory injury, traumatic injuries and/or death to anyone present or in close proximity to such explosions. Moreover, the Spokane County Prosecutor’s Office warns that persons who engage in the THC extraction process will be prosecuted to the full extent of the law.

Cold Weather & Heart Disease

Narrative:

Winter is here, and it will bring cold temperatures, ice and snow this week.  It’s important to know how cold weather can affect your heart, especially if you have cardiovascular disease.  People who are outdoors in cold weather should avoid sudden exertion, like lifting a heavy shovel full of snow. Even walking through heavy, wet snow or snow drifts can strain a person's heart.

How does cold weather affect the heart?
Many people aren't conditioned to the physical stress of outdoor activities and don't know the dangers of being outdoors in cold weather. Winter sports enthusiasts who don't take certain precautions can suffer accidental hypothermia.

Hypothermia means the body temperature has fallen below 95 degrees Fahrenheit. It occurs when your body can't produce enough energy to keep the internal body temperature warm enough. It can kill you. Heart failure causes most deaths in hypothermia. Symptoms include lack of coordination, mental confusion, slowed reactions, shivering and sleepiness.

Children, the elderly and those with heart disease are at special risk. As people age, their ability to maintain a normal internal body temperature often decreases. Because elderly people seem to be relatively insensitive to moderately cold conditions, they can suffer hypothermia without knowing they're in danger. People with coronary heart disease often suffer angina pectoris (chest pain or discomfort) when they're in cold weather. Some studies suggest that harsh winter weather may increase a person's risk of heart attack due to overexertion.

Besides cold temperatures, high winds, snow and rain also can steal body heat. Wind is especially dangerous, because it removes the layer of heated air from around your body.  At 30 degrees Fahrenheit in a 30-mile wind, the cooling effect is equal to 15 degrees Fahrenheit. Similarly, dampness causes the body to lose heat faster than it would at the same temperature in drier conditions.  To keep warm, wear layers of clothing. This traps air between layers, forming a protective insulation. Also, wear a hat, hood or scarf. Heat can be lost through your head the quickest of all areas.  

Have a heart-safe winter and remember to call 911 for acute, heart-related illnesses such as strokes, chest pain or hypertension.  Don't wait, call as soon as the symptoms appear.

Narrative:
At approximately 5:20 AM this morning, December 2, 2013 Spokane City Fire crews were dispatched to 2510 North Denver on a reported structure fire. Fire crews responding to this location reported smoke and fire showing from several blocks away. The first crew on scene reported heavy fire showing from the east end of a duplex at the car port with fire extending into the living space to the west. They attacked the fire in the car-port on the east end of the building and protected an exposure building to the south. A second fire attack crew aggressively attacked the fire from the interior confining the fire to the one duplex. Additional fire crews on scene completed search, vertical ventilation and salvage and overhaul. The fire was brought under control within 20 minutes. There were no injuries to any civilians or firefighters and fire crews remained on scene for several hours completing overhaul and assisting in the investigation process. Avista gas and electric crews arrived on scene and removed hazards as needed and Spokane Police assisted with traffic control. The 2-adult occupants of the duplex are currently being assisted by our local chapter of the American Red Cross.

Cause:
The cause of the fire is currently under investigation by the Spokane Fire Departments Special Investigation Unit.

Damage:
There was heavy fire damage to the kitchen, attic and carport of the east duplex with smoke damage throughout the structure.

South Battalion House Fire

Narrative:
On Monday, December 02, 2013, shortly before 4:00 AM, the Spokane Fire Department responded 5 engines, 2 ladders, 1 heavy rescue, and 2 battalion chiefs to a reported structure fire at 717 N Stone. The fire was first reported by a newspaper carrier and was confirmed by SPD officers who were patrolling in the area. The first arriving SFD unit, SE7, reported fire coming from the roof area of a wood constructed one story residence.  Engine 7 advanced a preconnect hose to attack the fire while other crews were assigned to gain access, search the structure, connect a hydrant supply line, and advance additional hoses. It was determined that the structure was being used as an office for a business and not as a residence. The fire was extinguished within 60 minutes and crews remained on-scene for several hours extinguishing hot spots. There were no injuries to civilians and one firefighter was transported to SHMC for a knee injury.

Structure Fire

Narrative:
On November 29, 2013 at approximately 1:20 AM the Spokane City fire crews were dispatched to 208 East Empire on a reported structure fire. First crews arriving on scene reported smoke showing from the eaves of a one-story, wood framed- single family residence. Further investigation by the fire crews found a fire located in the basement and reported that all occupants were out of the structure. The fire attack crew aggressively attacked the fire from the interior of the home entering the basement from the south stairs while other fire crews assisted in search, ventilation, salvage and overhaul. The fire was declared out within 35 minutes after the first crew’s arrival. The fire did extend into the first floor and attic area around the brick chimney. There were no reported injuries to civilians or firefighters and the occupants of the home are under the care of our local chapter of the American Red Cross.
  

Cause:
The cause of the fire is under investigation by the Spokane Fire Dept. Special Investigation Unit.

Damage:
Fire damage was confined to the basement, main floor and a section of the attic around the chimney with smoke damage throughout the structure.

Narrative:
 November 27, 2013 at 02:58 PM, 6 Companies of the Spokane Fire Department responded to a reported structure fire in the Rosewood Club Apartments at 401 E Magnesium Rd.  The first arriving Engine Company reported smoke and flames showing from the second floor of a three story 15 unit wood structured apartment building.  At that time the incident was upgraded to a working fire, adding another dedicated Ladded, an Amblulance, and the on duty Fire Investigator.  Companies were assigned to confine, and extinguish the fire, check for extensions and search the building for occupants. This fire was confined to one unit. No one was displaced all occupants returned to their units.   

Cause:
The cause of this fire is under investigation by the Spokane Fire Department's SIU

Damage:
Damage to one unit, Fire, and smoke.

North Battalion Structure Fire

Narrative:
On Tuesday November 19, 2013 at 07:12 PM, 3 Engines, 1 Pumper Ladder, 1 Senior Ladder and 1 Heavy Rescue along with 2 Battalion Chiefs and the Assistant Chief responded to a reported structure fire in the West Central neighborhood. The Assistant Chief was just a few blocks away driving home when the call came in. He arrived on scene and reported a 2 story home with fire and heavy black smoke showing out of the gable vent of the roof. The fire was upgraded to a working fire with another Senior Ladder and another Engine added to the call to assist at the labor intensive incident. Unclear reports from neighbors on the scene portrayed the possibility of people still inside the home. Companies were assigned to search the home along with confining and extinguishing the fire, ventilating the roof and protecting an exposed home to the west. The completed search of the home confirmed the four adults and one child had made it out safely. The knockdown of the fire occurred within 30 minutes. Companies remained on scene until 10:00 PM overhauling the fire on the 2nd floor and attic voids. From 10:00 PM till after midnight an Engine Company remained on scene to confirm there were not any remaining hot spots. One Fire Fighter sustained a minor muscular skeletal injury by falling debris but is not seeking medical attention at this time. No injuries to the occupants or their pets were reported. The occupants are being assisted by the Red Cross for clothing and shelter needs at this time.

Cause:
The cause of the fire is under investigation at this time by the Spokane Fire Department’s Special Investigation Unit.

Damage:
There was major structural damage to the second floor walls and roof along with wiring damage from the fire.  Avista disconnected the gas and power to the home.The home was declared inhabitable.

Hillyard Apartment Fire

On Sunday November 17, 2013 at 5:05 PM, 6 Companies of Spokane Firefighters, 1 Senior Ladder, 3 Engines and 1 Heavy Rescue under the direction of Battalion Chiefs Donahoe and Moline responded to a reported structure fire in Northeast Spokane. Dispatch advised the fire had been reported on the 3rd floor of an Apartment building and the Responding Chief at this time modified the response adding another Senior Ladder Company. Engine 15 from Wellesley and Crestline arrived with 6 minutes from the time of dispatch and reported a 3 story home with heavy black smoke showing out of a 3rd floor window with potential involvement to the roof voids. The incident was upgraded at this time to a working fire adding the last dedicated Ladder in the city to the incident along with an Ambulance and the on duty Fire investigator. Companies were assigned to confine and extinguish the fire, vertically ventilate the roof and complete a search for potential occupants unaccounted for. Due to the aggressive interior fire attack along with vertically opening the roof by the Firefighters on scene the fire was confined to the 3rd floor and roof voids and a knockdown was declared within 30 minutes. A complete search was conducted of the entire building with all of the 16 occupants being accounted for on the street. Unfortunately one cat did not make it out of the fire room and perished at the scene.  Eight adult women and eight adult males at this time are staying at a local hotel provided by the Red Cross. The building has been determined uninhabitable by the Spokane Fire Department until fire and smoke damage along with electrical concerns and egress issues can be addressed by the building owner. Two occupants were treated for smoke inhalation on the scene but refused transport to a medical facility.

Cause:
The cause of the fire is under investigation at this time by the Spokane Fire Department’s Special Investigation Unit.

Damage:
Extensive fire and smoke damage to the 3rd floor including a complete loss of the involved occupant’s belongings. The basement, first and second floors did not sustain damage from the fire.

Car Rollover Traps Two

Narrative:
Early Sunday morning at 12:30 A.M. on November 10th, 2013 the Spokane Fire Department responded to 15th and Freya on a report that a vehicle had been traveling at a high rate and lost control and rolled onto it’s side trapping two occupants. Engine 14 from their station location of 18th and Ray was first on the scene and requested additional help. The call was upgraded which brought a full extrication alarm. Once additional units were on scene, Fire Department crews began to work to extricate the occupants using their specialized hydraulic equipment. The top of the car was cut off as well as the structural components of the vehicle in order to free the two patients inside. One patient was impaled by a section of metal fence post that apparently was struck along the vehicles path down Freya street. Crews had to cut this section of post first before they could free the patient from the vehicle. Once the patients were freed they were transported by AMR ambulance to Sacred Heart Medical Center. There were a total of 4 patients involved. The other three patients were reported to have sustained minor injuries. The scene is currently under investigation by the Spokane Police Department.

North Battalion Structure Fire

Narrative:
On Saturday November 09, 2013 at 09:55 AM, 6 Companies of Spokane Firefighters, 1 Senior Ladder, 4 Engines and 1 Heavy Rescue under direction of Battalion Chiefs Donahoe and Moline responded to a reported house on fire.  The first arriving Engine Company reported heavy fire involvement of a single story wood framed dwelling with potential victims inside. Police Officers were already on scene and attempting to search for occupants near the exits. The Responding Chief at this time upgraded the incident to a working fire adding another dedicated Ladder, an Ambulance and the on duty Fire Investigator. Companies were assigned to extinguish and confine the fire, vertically ventilate the roof and complete a thorough search of the building. No occupants were home at the time of the fire and there were no injuries reported by Firefighters or Civilians. Market Street was shut down for approximately 2 hours and companies remained on scene until 16:00 overhauling the structure. The Red Cross was called to assist 1 adult female and 5 children with clothing and possible shelter requirements.

Cause:
 
The cause of the fire is under investigation at this time by the Spokane Fire Department’s Special Investigation Unit.

Damage:
 
There was extensive fire damage to the kitchen and living room with smoke damage throughout the rest of the home. Exterior fire damage occurred on two sides of the home with damage also to the roof.

Car Hits House In South Perry

Narrative:
On Tuesday, November 5th, 2013 at 8:27 A.M. the Spokane Fire Department responded to 17th and Perry on a report of a vehicle that had collided into a home with a resulting natural gas leak. Engine 14 from their station location of 18th and Ray was first on the scene and found a small sedan that had struck a natural gas meter on the side of a house in the 1600 block of South Perry. The driver of the vehicle was standing outside and was not injured. The Spokane Fire Department Hazardous Materials Team along with other supporting companies made a rapid assessment to determine if there were any other injuries and to make sure all the occupants were out of the nearby home. It was quickly found that no one was home inside the structure and there were no additional injuries. At the same time this was being confirmed, the Haz Mat Team shut off the gas at the meter and removed the still running vehicle from this location. Avista responded and made sure the gas was secured and monitored the neighboring area for any signs of migrating natural gas. It appears the driver of the vehicle lost control and skidded on the snow covered street. The vehicle was traveling westbound on 17th and was approaching Perry. The scene was turned over to Avista where they continued to monitor the area until permanent repairs could be made.

Cause:
Vehicle lost control on a snow covered street.

Damage:
Front end vehicle damage and damage to natural gas meter.

Change Clock / Check Detectors

When you change your clocks back to Standard Time this weekend, please remember to also check the condition of your smoke detectors.

When you change your clocks back to Standard Time this weekend, Spokane Fire Department asks you to also take the time to check on the condition of your smoke detectors.

  • Read the label on the back of the smoke detectors to determine the age of the detector. If the date of manufacture is before 2003, replace the entire detector since smoke detectors are not reliable for more than 10 years. This applies to detectors hardwired into the electricity as well as alarms that are simply screwed into the ceiling. They all have a limited lifespan.
  • Check the label to determine whether you have ionization, photoelectric or photo-ion (dual sensor) smoke detectors. Make sure you have at least one PHOTOELECTRIC or photo-ion smoke detector on each level of your home because they will sound an alarm up to 40 minutes faster than ionization detectors in smoldering fires.  Most fire fatalities are caused by smoke rather than flame.
  • Replace 9-volt alkaline batteries at least once a year or whenever they begin chirping. Lithium batteries should last up to ten years. Make sure that all batteries are securely attached by pushing the test button and listening for the alarm. Alarms should be tested on the first of every month.
  • Determine how many smoke detectors you need for the size and shape of your home.  You must have at least one detector on every level (including the basement) and outside every sleeping area. It is wise to also install detectors in each bedroom since a faster alarm reduces injury and property loss.
  • Consider giving PHOTOELECTRIC smoke detectors as holiday gifts to family, neighbors and friends. Each year, two out of three persons who die in U.S. fires were living in homes without working smoke detectors. Photoelectric detectors are life savers costing less than $20.

North Battalion Apartment Fire

On Thursday October 24, 2013 09:41AM, 7 Companies of the Spokane Firefighters, 1 Senior Ladder, 5 Engines and 1 Heavy Rescue under the direction of Battalion Chiefs Jones and Moline, responded to an Apartment Fire at 6021 North Mayfair . Spokane Firefighters arrived quickly to find smoke showing from the second floor unit of a two- story apartment building.  The building contained 8 apartment units total.  The first arriving Chief requested an upgrade to a working fire which added another senior Ladder, additional engine and staff from the Training Division. Finding fire in two units and the attic space, firefighters commenced with a fast fire attack and swift salvage operations to protect personal property within the structure. The first Senior Ladder immediately laddered the roof and ventilated above the apartments involved in fire. The well coordinated effort of firefighters confined the flames to the attic and two apartment units. There were no injuries reported from either residents or firefighters.

Contractor Breaks Gas Line

Narrative:
A four inch gas transmission line was damaged by a contactor’s backhoe working at the intersection of Rockwood Blvd. and Sumner Ave.  Fire Dispatch received a call for help a little after 11:00AM today and dispatched Spokane Fire Department resources to deal with the hazardous situation. Avista was immediately notified and their gas specialists quickly responded to the intersection.  In addition, the Fire Department provided a total of 15 apparatus to help deal with the fire and safety issues.
Numerous residential structures border this intersection, to include several large apartment complexes and a church. Initial priorities were to protect the surrounding residents and prepare for evacuation if needed.  Fire Divisions were set up for two of the largest complexes that house senior populations. These Fire Divisions worked with residents to eliminate ignition sources, shut down HVAC systems and close exterior openings into the structures.  Gas monitoring was performed and occupants were moved to safe areas within the structures as necessary.  Hydrant water supplies were secured in three locations and hose lines prepared.  Assistance with traffic control was provided by the Spokane Police Department, and American Medical Response staged ambulances to assist with medical transport if needed.
Other fire resources were assigned into groups to protect the other exposures and back up the Avista personnel in their efforts to shut off the gas supplying the transmission line.  The gas in the intersection is supplied from three directions.  Avista’s emergency plans were activated and their specialists shut valves off to the west and south of the intersection.  To the east, Avista crews dug down to a third line, installed a valve and shut down the third supply leg feeding into the intersection.
Once the gas was completely shut off, a combination of Spokane Fire Department and Avista specialists monitored the surrounding structures and areas for gas accumulations.  Areas were determined to be safe and the residents were allowed to return to their normal activity.  There were no injuries reported at this incident.  Avista reported that roughly 56 meter sites are without gas service.  Avista will continue to work into the evening to restore service to these customers.
Resources from surrounding Fire Districts were requested to provide coverage at several city fire stations during this event.

Fire and Haz Mat on E. Trent

Narrative:
Early Thursday morning on October 17th, 2013 at 1:09 A.M. the Spokane Fire Department responded to a report of a fire inside a commercial warehouse approximately 200 feet by 150 feet (Global Metals Technology) located at 3200 E. Trent. Engine 8 from their neighborhood station at Mission and Rebecca arrived and found a 20 foot tilt up style masonry building with smoke coming from the general vicinity of the roof area. After a complete “360” assessment and size up, Engine 8’s crew decided that this operation would require additional help so they turned in a full alarm. This full alarm brought additional units from Station 1 downtown, Station 2 from the Logan neighborhood, Station 7 from East Central, Rescue 9 from the Manito Park area and Station 14 from the Lincoln Park neighborhood. Once on scene the crews developed a plan of attack that included gaining access in the quickest way possible to pinpoint the source of the fire and extinguish it. Engine 8’s initial size up as they rolled up to the building indicated a sulphur type odor in the air. A quick check of the atmosphere by Rescue 9 and the Haz Mat Team from Station 1 discovered both Hydrogen Sulfide and Hydrogen Cyanide present in air inside the building. The Spokane Police Department was summoned to help with traffic control and to isolate the areas directly to the north of the building so that no one was nearby the ensuing smoke coming from the structure. While the Haz Mat Team continued to monitor the air, a Fire Attack Team was being assembled and briefed for an aggressive attack on the fire. Ladder 1 accessed the roof to assist in pinpointing the source of the smoke and also to confirm any roof involvement. Near one corner of the building, the Fire Attack Team forced entry on a door and made their entry, systematically searching for any signs of heat with their thermal imaging cameras and hose lines. After a short span of searching, they located the fire confined to two 50 gallon burlap sacks filled with a type of ore that was burning with a low intensity flame. The material was dragged to the outside where it was knocked down and extinguished. Firefighters continued to monitor the air and confirmed that no one remained inside the building. The focus then became ventilation of the building due to the residual smoke trapped within. Crews made use of the building’s HVAC system and alternated between this and horizontal ventilation using positive pressure power fans. Eventually, readings detected by Haz Mat Team monitors were considerably lower and finally, at safe levels. Total on scene time for this incident was approximately 4.5 hours. There was one person evacuated just north of this complex as confirmed by the Spokane Police Department. Firefighters remained on the scene working with the building owner, the Department of Ecology and the Spokane Fire Department Investigation Unit. The entire building housing 3 businesses was kept off limits to all occupants including workers through the early morning hours. The cause is still unknown at this time, however the incident  is still under investigation by the the Spokane Fire Department Special Investigation Unit. There were no injuries to firefighters or civilians.

Damage confined to two burlap sacks full of flammable metal and/or chemicals. Forcible door damage. Smoke damage throughout warehouse.

The SFD is supporting the Department of Emergency Management' efforts with the 2013 "Great Washington ShakeOut" earthquake drill on Thursday, October 17th at 10:17 AM. This 60 second – drop, cover, and hold on earthquake drill will have participants all along the west coast taking shelter under desks or tables and holding in place for one minute to simulate protecting themselves during an earthquake.  State officials have a goal of engaging one million Washingtonians to participate in this earthquake drill.  Anyone can sign up at: www.shakeout.org/washington and take part on 10/17 at 10:17 AM.

Although Spokane has low risk, it doesn’t mean there is no risk for earthquakes.  We encourage citizens to be prepared for all-hazards.  Being prepared for all-hazards means to plan and be prepared for the most likely hazards that you or your family could face in Eastern Washington. These include but are not limited to: winter storms, wildfire, or electricity disruptions that last longer than expected. If we have the recommended quantity of food, water, and other important items stored in our homes plus; emergency kits in our cars and workplaces we will be better prepared. Being prepared will serve our residents well no matter what the potential emergency or disaster that could happen here in Spokane County or Eastern Washington. The goal is for our citizens to take care of their own basic needs for at least 72 hours. Preventing Kitchen Fires

With families spending more time in the kitchen, safe cooking behaviors are worthy of family conversation. Cooking equipment, most often the range or stovetop, remains the leading cause of reported home fires - and home fire injuries - in the United States. The SFD wants to change that, and we need your help!
 
Safe Cooking Behaviors...

It's a recipe for serious injury or even death to wear loose clothing (especially hanging sleeves), walk away from a cooking pot on the stove, or leave items that can catch fire, such as potholders or paper towels, near the stove. Whether you're cooking a holiday dinner - or a snack for the children, safe cooking behaviors keep you and your family safe.

Choose the Right Equipment and Use It Properly:

- ALWAYS use cooking equipment tested and approved by a recognized testing facility.
- ALWAYS follow manufacturers' instructions and code requirements when installing and operating cooking equipment.
- ALWAYS plug microwave ovens and other cooking appliances directly into a wall outlet. Never use an extension cord for a cooking appliance it can overload the circuit and cause a fire.

Watch What You Heat:

  • The leading cause of fires in the kitchen is unattended cooking.
  • Stay in the kitchen when you are frying, grilling, or broiling food. If you leave the kitchen for even a short period of time, turn off the stove.
  • If you are simmering, baking, roasting, or boiling food, check it regularly, remain in the home while food is cooking, and use a timer to remind you that you're cooking.
  • Stay alert! To prevent cooking fires, you have to be alert. You won't be if you are sleepy, have been drinking alcohol, or have taken medicine that makes you drowsy.
Keep Things That Can Catch Fire and Heat Sources Apart:
  • Keep anything that can catch fire - potholders, oven mitts, wooden utensils, paper or plastic bags, food packaging, towels, or curtains - away from your stovetop.
  • Keep the stovetop, burners, and oven clean.
  • Keep pets off cooking surfaces and nearby countertops to prevent them from knocking things onto the burner.
  • Wear short, close-fitting or tightly rolled sleeves when cooking. Loose clothing can dangle onto stove burners and catch fire if it comes into contact with a gas flame or electric burner.

Walmart North Superstore

Narrative:
On Monday October 7, 2013 at 10:11PM, 4 Engine Companies, 1 Senior Ladder, 1 Heavy Rescue and 2 Battalion Chiefs responded to a reported natural gas leak inside the Walmart Superstore located at 9212 North Colton. Engine 18 arrived first on scene and quickly located the natural gas connections to the building and shut them off. The Walmart Safety Officer reported that they thought all the customers and employees had evacuated to the front of the building. The first arriving Chief arrived and assigned companies to complete a primary search of the building for any possible occupants left in the building. A Fire Hydrant was secured and an Engine connected to the buildings sprinkler system. Companies were also assigned to provide a fire attack lead to the interior of the building where the gas line was broken and monitor for the lower explosive limit of the natural gas. The building was then ventilated to remove the natural gas. Avista assisted in isolating the broken line and soon restored natural gas to the rest of the building. The building was declared safe for employees and customers within 1 hour and the building was turned back over to the Responsible Party.

Cause:
 
The cause of the gas leak was determined to be from the operation of a fork lift that made contact with a supply line that went to a heater.

Damage:
 The reported damage was to the natural gas supply line and the heater involved.

Reminder, Memorial Tomorrow

The Spokane Fire Department and Spokane Valley Fire Department will be participating in a special Line of Duty Death memorial ceremony tomorrow at Riverside Memorial Park, 508 N. Government Way at 2:00PM.  During the ceremony, markers with the likeness of John Knighten (SFD) and George Sly (SVFD) will be placed on the memorial and their life of service celebrated. This is a public event, adults and children are welcome to attend.  Please join the families and the departments in honoring these two fire fighters who gave it all.  Contact AC Schaeffer for media information.

Media Release

High Rescue From Purina Plant

Narrative:
On October 4th, 2013 at 6:44 A.M. the Spokane Fire Department responded to a report of a worker from the Purina Mills Plant at 4714 E. Trent stuck in some machinery. Engine 8 from their station located at 1608 N. Rebecca was first on the scene and rapidly assessed the situation. They found an adult male patient that was pinned by one of the plant augers on the top of the roof, six stories high. The patient had a serious leg injury so the crew placed a tourniquet  to stop further hemorrhaging and continued with their life saving stabilization of the patient.  Plans were immediately made to provide advanced life support care to the patient, the extrication of the patient from the machinery, the proper packaging of the patient and finally, the transport of the patient which included lowering the patient to the ground. As the various plans were being put into place, a special request was made for a surgeon to respond to the scene. As a result of this request, three surgeons from Deaconess Hospital arrived on the scene and were involved with the extrication of the patient and patient care. They were supported by a nurse from Medstar and Fire Department paramedics. At this same time, blood from Valley Hospital was being rushed to the scene by a deputy from the Spokane County Sheriff’s Office. While the machinery was confirmed to be locked out and isolated, extrication crews consisting of Rescue 9 and Ladder 1 continued to aggressively work providing patient care to stabilize the patient while the machinery was being dismantled to free him. A contractor’s crane was used to lift a basket to the level where the patient was. This same crane was responsible for lowering the patient to the ground. The Fire Department Technical Rescue Team from Station 4 worked hand in hand with the crane operator and made sure of the patient’s safety and transport back to the ground. The patient was flown to Sacred Heart Hospital by Medstar. The cause of this incident is being investigated by the State of Washington Labor and Industries.
