South Hill Residence Fire

Narrative:
A persistent effort by Spokane firefighters spared the majority of a South Hill residence this afternoon from fire damage.

The Spokane Fire Department was dispatched at 12:03 PM on June 27, 2013 to find fire throughout the attic of a single story house at 4228 East 16th Avenue. Due to a number of simultaneous large scale emergencies (water rescue and hazardous material response), three engines, one ladder and a chief were dispatched from the remaining available companies in the City. When the first company arrived, the officer reported heavy smoke showing from the eves and roofline of the structure. The call was then upgraded to a working incident, which added an additional engine and AMR ambulance to support the alarm.

Companies were successful in laddering and ventilating the structure’s roof under fire conditions within minutes of arrival. Simultaneously, members from arriving engine companies immediately stretched hose lines to the fire’s origin above and prevented it from consuming any more than one-third of the entire structure.

The fire was extinguished in just 45 minutes, and one firefighter injury occurred (minor injury, first aid only). Spokane Fire District 8 provided breathing air support at the scene due to the SFD's Heavy Rescue being commited to another incident.

Cause:
The cause remains under investigation by the Fire Department's SIU.

Damage:
Damage is limited to the structure's attic and roof; additionally there is smoke and water damage in limited areas. The only occupant was outside when the fire was discovered and was not injured.

North Battalion Basement Fire

Narrative:
On June 27, 2013 at 01:09 AM, 6 Companies of Spokane Firefighters, 1 Senior Ladder, 4 Engines, 1 Heavy Rescue under direction of Battalion Chiefs Donahoe and Moline were dispatched to a reported basement fire at 1520 North Post with all the occupants reported to be out of the building.

Spokane Engine 3 from the West Central Neighborhood arrived on scene within 4 minutes and reported a fire visible through a window in the basement of a story and a half wood framed structure. Engine 3’s crew then made an aggressive interior attack on the fire. The first arriving Chief then upgraded the incident to a working fire due to the potential of flame spread from the basement up the walls of the balloon framed structure. This brought another dedicated ladder company, an ambulance and an investigator to the scene. Companies were assigned to attack and confine the fire, search for extension, complete a primary search and ventilate the structure. The fire was declared knocked down within 5 minutes and confined to a pile of bedding next to the dryer in the basement. All occupants were confirmed safe outside the structure and there were no injuries to civilians, pets or firefighters. Damage was confined to the pile of bedding with no structure damage. There was slight smoke damage throughout the home.

The single family dwelling was released to the building owner after the atmosphere was deemed safe and the burnt bedding was removed from the home.

Cause:
The Special Investigation Unit has determined the cause of the fire to from oil soaked bedding that had been ran through the washing machine and then ran through the dryer which added heat to amplify the process of self heating of the oil soaked fabric which had been bagged up and left on the floor. The occupants were very fortunate to have had a working smoke detector in the basement that alerted them of the fire in the incipient stage. The basement had a heavy fire load and could have had a much different outcome without the notification.

The bedding involved was a complete loss along with light smoke damage throughout the home

Structure Fire

Narrative:
This morning, 6/18/2013, at approximately 5:30 AM crews from the Spokane City Fire Department was dispatched to 3013 N. Lee on a reported structure fire. Firefighters from Station 2, located on North Foothills were the first to arrive and reported a 2-story wood framed house with fire and smoke showing from the main floor of the structure. E-2 was assigned to fire attack with the 2-crews from L-2 assigned to search and rescue and vertical ventilation. As additional fire crews arrived on scene they were assigned to horizontal ventilation, fire attack back-up and exposure protection. The fire was confined to the main floor with heat and smoke damage throughout the residence. The house was reported by neighbors to be vacant however one person was found occupying the home at the time of the fire and he was treated for smoke inhalation at the scene. Four engines, 2 ladders, a heavy rescue truck and 2 Battalion Chiefs responded to this incident and there were no injuries to firefighters.

Cause:
The cause of the fire is under investigation by the Spokane Fire Department's Special Investigation Unit.

Damage:
Fire damage was confined to the main floor with heat and smoke damage throughout the residence.

Gino's Restaurant Fire

Narrative:
A late afternoon fire in the Gonzaga University District quickly emptied Spokane Fire Stations and City coverage as 15 fire apparatus and over 51 firefighters were commited to a 3 Alarm Blaze involving 2 structures in the 1400 block of North Hamilton. Fire Dispatch received a call at 16:21 hours that the rear of Geno’s restaurant was on fire. Firefighters from Station 2 on North Foothills Blvd. were first to arrive and reported heavy fire attacking the east side of Geno’s restaurant and the west side of the adjacent Sinto Apartments. The fire had involved natural gas meters located between the two buildings and the burning gas was fueling the spread of the fire. The fire was quickly upgraded to a 2nd Alarm and Station 2’s firefighters attempted to slow the fast moving fire with water carried on Engine 2. A simultaneous search was started to verify that everyone was out of the restaurant and apartments.

Traffic on Hamilton created a gridlock on the street, hindring the fire apparatus and hose line placement. The Spokane Police Department quickly responded to assist in controlling traffic, allowing the large fire apparatus to gain access to needed areas.

Firefighters using hose lines for protection, advanced on the burning gas meters and shut off their supply valves. Fire Command divided resources into two divisions, one to address the restaurant and one for the apartment which now had heavy fire involvement in the attic. A 3rd Alarm was called for additional manpower. Secondary searches were conducted to verfiy that all occupants were out and safe. Vertical roof ventilation was performed to control the fire spread and allow crews inside the structures to attack and extinguish the fire. It took over an hour of coordinated effort to bring this fire under control. Hamilton was opened up for traffic around 21:30 hours.

Fresh firefighters were brought in to replace exhausted personnel and provide for a “night watch”. Fire Investigators are still processing the scene evidence and a fire cause has not been finalized. Power to both structures has been shut down and the 14 tenants living in the apartment building are being assisted by the Local Red Cross. The magnitude of this incident produced numerous challenges for everyone involved, fortunately, there were no injuries to civilians or firefighters. The Spokane Fire Department appreciates the assistance given by both the Spokane Valley Fire Department and Fire District 9 who helped with city protection coverage during this event. On scene assistance from AMR ambulance was also of great help.

Cause:
Currently under investigation by members of the Spokane City Fire Dept.'s Special Investigation Unit.

Damage:
The back portion of Gino's, including the outside dining area, was heavily damaged by fire. The entire restaurant sustained smoke and water damage. The Sinto Apts received severe fire damage to the roof structure and to the apartments located on the second floor at the north end of the structure. All apartment units received some degree of smoke and water damage.51

Fire In North Central

Narrative:
Early Saturday morning at 12:45 A.M., the Spokane Fire Department responded to a report of a structure fire in the 300 block of W. Nora. Engine 3 from their neighborhood station location of Indiana and Ash was first to arrive and found a storage shed well involved in fire. A quick stretch of preconnected hose was completed as well as a water supply from the nearest hydrant, this allowed the fire crews to knock down the fire in less than 10 minutes. Heavy fire and smoke damage was found throughout the interior of the shed. Additional fire crews were used to protect any exposures that surrounded the shed. This included a nearby dwelling and business. As a result of this action, the fire did not extend beyond the shed. Some overhead power lines also received some heat damage. The cause is under investigation by the Spokane Fire Department Special Investigation Unit. Crews remained on scene throughout the night assisting the investigation effort.

Cause:

Damage:
Heavy fire damage to the shed structure and contents within.

Multiple garages catch fire.

Narrative:
At 9:50 AM, Tuesday, June 11^th, the Spokane Fire Department responded to a reported detached garage fire at 312 S. Ray Street, on Spokane’s lower south hill. Enroute, crews reported a large smoke column visible. The first crews on scene reported a 20’ X 20’ wood framed, detached garage fully involved in fire, with three adjacent detached garages beginning to catch fire from radiant heat exposure. Additionally, an exposed, 60’ fir tree and a power pole were on fire, with the tree scattering hot embers on a weeded lot, starting the weeds and brush on fire. Electrical wires from the power pole burned through and dropped to the ground causing an additional hazard to the firefighters. Multiple fire crews extended hose leads to extinguish the numerous fires. In all, 5 engines, 1 ladder truck, 1 rescue truck and 2 battalion chiefs worked at this incident, and had the majority of fire extinguished within 10 minutes of arriving on scene. Crews remained on scene for an additional 1-2 hours overhauling the burned structures and completing extinguishment. There were no injuries reported to civilians or firefighters. Electrical power to the entire block was disrupted until Avista crews were able to gain access to the damaged power pole and complete repairs. This fire was near the eastbound Thor/Freya exit off I-90, which caused significant traffic congestion both on 3^rd Avenue as well as eastbound I-90. SPD and WDOT assisted in rerouting and managing traffic until fire crews could clear 3^rd Avenue.

Cause:
The cause of the fire is currently under investigation by an investigator with the Spokane Fire Department’s Special Investigation Unit.

Damage:
No vehicles were damaged in the fire, however, the main fire building and its contents were completely destroyed. The exposed garages sustained primarily exterior structural damage, with minor smoke/water damage to contents. Total dollar loss is estimated at $30,000.

North Battalion Basement Fire

Narrative:
On June 11,2013 at 11:04 6 Companies of Spokane Firefighters, 1 Senior ladder, 1 Pumper Ladder, 3 Engines and 1 Heavy Rescue under the direction of Battalion Chiefs Donahoe and Moline were dispatched to a working basement fire at 827 West Spofford. E-3 from the West Central neighborhood was the first company on scene and reported a basement fire in a 2 story home. A quick interior attack of the fire in the basement was performed while other companies searched the 3 floors of the home for occupants, ventilated the structure and checked for extension of the fire. The fire was declared knocked down within 20 minutes. All 5 occupants and 3 dogs were accounted for and are being assisted by the Red Cross and neighbors at this time.

Cause:
The fire is under investigation by the Fire Department’s Special Investigation Unit.

Damage:
There is extensive fire and smoke damage to the basement along with smoke damage to the 1^st and 2^nd floor. The Electrical and natural gas has been shut off by Avista until electrical repairs can be made along with structural repair.

South Hill Basement Fire

Narrative:
On Sunday, June 2^nd, 2013 at 5:59 P.M. the Spokane Fire Department responded to a reported fire located in the 2400 block of E. 49^th on Spokane’s South Hill. Engine 11 from their neighborhood station at 32^nd and Perry was the first fire unit on the scene and found a house with smoke coming from the front door and eaves. The crew advanced a hose line rapidly into the home and found that the fire was originating from the basement. The fire was kept relatively small due to Engine 11’s rapid advancement of the hose and the fire was declared knocked down after just a few minutes. Smoke remained throughout the home, however and Ladder 1 assisted in the removal of this smoke and the dangerous carbon monoxide that remained throughout. Unfortunately, the occupant’s dog perished in the fire due to smoke inhalation. Spokanimal is handling the situation. The occupant’s possessions suffered heavy fire and smoke damage and crews assisted them with retrieving some of these belongings. The Red Cross was called in to help the occupants with lodging, clothing and food. At this time, the cause is being investigated by the Spokane Fire Department Special Investigation Unit. Firefighters remained at the scene for a number of hours completing overhaul and final extinguishment and salvaging possessions for the occupant’s.

Cause:
Under investigation at this time by the Spokane Fire Department Special Investigation Unit.

Damage:
Heavy fire and smoke damage to a portion of the basement, first floor, contents and furnishings.

Houston Message

Narrative:
I have been struggling for the past several days on how to actually package a message to the Spokane Community from our organization in response to the Houston Texas Tragedy. The emergency response community has simply been overwhelmed with so many headlines reporting grim news from the Fairchild KC-135 Crash, Oklahoma Tornados, Tacoma Firefighter Albert Nejmeh‘s untimely death, WSP Trooper Sean O'Connell tragic accident and the aforementioned tragedy in Houston claiming the lives of four HFD Firefighters.

We have been inundated with daily news events of brothers and sisters lost, which overshadow the routine tragedy that we deal with in the course of our daily duty. The death of any public safety servant that dies "in the line of duty" represents a dedicated professional who sacrificed his or her life that others may live. Most of us half-heartedly acknowledge the event while searching for more significant information relating to our personal lives; like Facebook, paperwork, eBay or the weather. This newsworthy happening is, for most in the community, just words on a page. Lives are not normally changed by those tragedies, with the exception of a select few—namely the biological and work family.

In the fire service, family is much more than just lineage and charts. Our family expands generations, literally hundreds of years, and knows no geographical boundaries. Firefighters in South Africa, Great Britain, Japan and all locations throughout the world are connected by a brotherhood that exists from sharing the same mission and values—protecting life. In the case of Houston Fire Department, life, as they knew it, will never be the same again. The emotions of their firefighters will be filled with grief and their seemingly normal lives will spiral into sorrow—but they are not alone. The larger Fire Service family will be in the background, supporting the members of the HFD at every turn, every challenge and at every available opportunity.

Our mourning for Houston, WSP, TFD and our Fairchild family is evident in our faces, our writing and our conversations every day—and healing is not easy. Most importantly, however, we will heal by honoring the heroes lost by committing ourselves to learning from the tragedies so that we can institute measures and avoid a similar tragedy from ever occurring again.

I want to say thank you to those that have inquired on the SFD and our people—we cannot thank the community enough for your support and thoughts.

Midnight Fire

Narrative:
In the early morning hours of May 31, 2013 the Spokane Fire Department’s Dispatch center received several calls about a vacant structure that was on fire, located at Princeton and Florida. At 00:42 hours six fire apparatus and 2 chief officers were dispatched to the call for help. Responding crews could see heavy fire and smoke while still blocks away. The fire was upgraded to a “working fire” while en-route by Engine 8. Engine 8 was the first to arrive and reported a two story structure, set on the hillside to the north of Princeton. Fire was coming through the roof and from every door and window in the vacant structure. Multiple hose lines were advanced to confine the fire to the abandoned home. The fire was brought under control within 45 minutes. Fire crews were kept on scene throughout the night and Investigators will follow up on fire cause determination in the morning.

Brush Fire From Fallen Tree

Narrative:
On Thursday, May 9^th, 2013 at 4:17 P.M. the Spokane Fire Department responded to a report of a power line problem in the vicinity of South Loop Ave. Engine 6 from their West Plains station location on Spotted Road was the crew responding and found a series of brush fires burning on a hillside off of 16^th ave. between Milton and Grandview. They also discovered a downed pine tree that was blocking 16^th entirely that was still in contact with power, phone and cable lines. Engine 6’s size up included the request for additional resources which the dispatcher sent immediately. A primary focus was to protect a home that sat immediately above one of the fires racing up a steep slope. Engine 6 took this assignment while other crews were beginning to flank the fire from below in order to contain it. Their flanking actions consisted of knocking down flames with water and foam, cutting off the head of the fire, digging fire line by hand and then finally, mopping up all the hotspots that remained. Meanwhile, Engine 6 was busy stringing hose lines to adequately protect the home and other homes further up the slope should the fire get past them. Due to the hard work of the fire crews, the fires were all kept very small. In all there were a total of 4 separate fires. The largest was 2/10 of an acre followed by one that was 1/10 of an acre. The other two fires were classified as “spots” in size. Total area burned was approximately 4/10 of an acre. The Spokane Fire Department Special Investigation Unit along with the Avista Company is currently investigating the fire and origins of the fallen tree. At this time, the cause is attributed to a tree that was purposely fallen. The tree contacted numerous power, cable and phone lines which caused a series of arcs igniting the nearby grass and brush fuel. Damage from the fire is limited to wildland brush, grass and timber fuel. Avista is assessing damage to their equipment. Avista will also be working through the night and into the early morning hours attempting to restore power to the neighboring areas. Fire crews will be patrolling the area throughout the night to make sure hotspots are completely extinguished.

Cause:
Arcing from power lines after a tree was fallen directly into the lines.

Damage:
Damage to Avista's power lines and support structures. Damage to CenturyLink equipment and Xfinity equipment. Brush fire damage was confined to wildland grass and brush and natural cover and habitat. Total acreage burned is estimated to be 4/10 of an acre from a total of 4 fires. Dollar loss below is a rough estimate only.

North Battalion Apartment Fire

Narrative:
On Wednesday May 8, 2013 at 3:31 PM, 6 Companies of Spokane Firefighters, 1 Senior Ladder, 4 Engines, 1 Heavy Rescue under the direction of Battalion Chiefs Donahoe and Thompson were disparched to an apartment fire at 1208 East Nora.

While enroute to the incident, companies were notified by Fire Dispatch that an adult and small child from one of the apartment units were not accounted for and reportedly still inside the structure. The fire communication specialists handling the call updated the companies responding and advised the residents to evacuate and to alert their neighbors. The first in Chief also modified the response while en route and added another ladder company, two AMR ambulances and AMR supervisor.

The first unit arrived within 3-minutes to find a three-story house converted into an apartment building with heavy smoke and fire showing from the rear of the structure. The first arriving engine and ladder company went to work immediately upon their arrival and entered the building from the address side to perform a rapid search for savable victims. As companies arrived from multiple City Fire Stations, they were assigned to fireground tasks that included laying over 1000 feet of 5” supply line (large diameter hose) to the closest hydrants to secure enough water to contain the fire. Additionally, ladder companies used ground ladders to access the roof and ventilated above the fire to release intense heat and flames in attempt to create a safer atmosphere for the firefighters inside. Additional companies were assigned to support search for victims while placing large hoselines inside the building to suppress the fire and protect the firefighters as they searched through dense smoke and extreme heat for missing child and mother. Although the initial companies encountered intense fire behavior, extreme temperatures and multiple collapses from the third story and roof; they were able to successfully complete a search in the basement, first and second floors without locating the missing family members. Fortunately the family was located and accounted for just after the collapses had made the structure untenable.

Although the fire was moving quickly and was anticipated to spread to the adjacent homes, garages and cars; the swift and decisive action by all of the fire companies on scene allowed for the loss to be limited to only the building (1208 East Nora) and a garage behind the address. The fire was declared under control in three hours and four firefighters suffered injuries (1 burn and 3 heat-related illnesses).

Cause:
The cause is under investigation by the Fire Department's SIU.

Damage:
Structural loss to the building, as well as collateral automotive and content loss is still being tabulated. Seven adults and one child are not able to inhabit the building and are being assisted by the American Red Cross

South Battalion Structure Fire

Narrative:
The Spokane City Fire Dept. dispatched fire apparatus and their crews to 1227 W. 6^th Ave. at 14:46 hrs on Saturday, May 4th for a reported structure fire. As the crew from Station 4, located in the Browne's Edition section of the City, was approaching the address they could see large amounts of black smoke in the sky and reported by radio that this was a working fire and requested an up-grade to the alarm which would bring additional resources to the incident scene. L4 arrived on the scene and reported a two and a half story wood/frame dwelling with heavy black smoke showing from the roof and eaves of the building and immediately made a decision to make an offensive attack on the fire. As other apparatus began arriving on scene the Incident Commander started making assignments that included water supply, Safety Officer, search and rescue, fire attack, back-up hose lines to protect the fire fighters already engaged in the interior attack, vertical ventilation on the roof, horizontal ventilation at the ground floor level and the deployment of a RIT Team to be in position should the rescue of a lost or injured fire fighter become necessary. A complete search of the entire building was ordered, as per Fire Dept. policy, to ensure that there was no one inside while the simultaneous fire attack and ventilation efforts were undertaken. Fortunately the search found no victims in the building and the very hot and well-advanced fire was brought under control in about 60 minutes. Fire damage to the structure was considerable and much of the interior of the building had to be opened by the fire fighters to ensure that no fire was concealed in the walls, ceilings, and attic space. A large portion of the roof had to be opened to allow the hot, toxic gasses to ventilate into the atmosphere. The areas of the building not damaged by the fire itself were severely damaged by the heavy smoke conditions that were present. Seven engines, two ladders, one Heavy Rescue Truck, and two Command vehicles responded to this incident with 33 fire fighters on scene to get the fire confined and extinguished.

Cause:
The fire cause is under investigation by The Spokane Fire Department SIU

Damage:
Second floor and roof
