North Battalion Attic fire

Narrative:
On Thursday September 26, 2013 at 11:09 AM, 7 companies of Firefighters, 3 Engines, 1 Senior Ladder, 1 Heavy Rescue and 1 Alternate Response Unit under the direction of Battalion Chiefs Donahoe and Moline responded to a reported residential fire at 2415 North Hogan. Engine 2 from the North Foothills Station arrived within 4 minutes and reported all the occupants were out of the 2 story home and there was light smoke emitting out of the roof vents. The first arriving Chief then arrived and assigned companies to locate the fire, extinguish, check for extension and prepare to ventilate the roof if necessary. The fire was soon located in the attic space. The ceiling in one second floor room was pulled, the fire extinguished and the burnt insulation removed. The power to the home has been shut off until a licensed electrician repairs the wiring damaged by the fire. The occupants did not require the services of the Red Cross. No civilians or firefighters were injured as a result of the incident.

Cause:
The Spokane Fire Department Special Investigation Unit has determined the cause of the fire to be electrical in nature.

Damage:
 
Fire damage was confined to the 2nd floor ceiling, wiring and attic space along with light smoke damage to the 2nd floor. There was no damage to the rest of the home.

Rec Fire Restriction Lift

PUBLIC NOTICE
 
The burn restrictions that were implemented on July 22nd, 2013, are being lifted effective today, Tuesday, September 24, 2013.  Outdoor recreational fires, including campfires, are allowed in the City of Spokane, Spokane Valley and throughout all unincorporated areas of Spokane County.  Citizens may also use backyard barbecues, chimineas, portable outdoor fireplaces or other patio/deck warmers, as long as approved fuel is used and other requirements are satisfied.  Approved fuel includes seasoned (clean and dry) firewood, briquettes, propane, or natural gas.  Here are other requirements for outdoor fires:
 

  • Fires must be in designated areas or on private property with owner approval.
  • Fires must be attended by a responsible adult (knowledgeable in the use of the fire extinguishing equipment) at all times.
  • Approved fire extinguishing equipment must be on hand and ready for use.
  • Equipment can include a garden hose, dirt, sand, bucket, shovel, or a minimum 4A rated portable fire extinguisher.
  • Adequate clearance from combustibles must exist.
  • A minimum 25’ clearance to combustibles is required for campfires and fire pits.
  • For one and two-family dwellings, follow the portable device manufacturer’s instructions for clearance.  Be safe and use good judgment.
  • For multi-family dwellings, use at least a 15-foot clearance from combustibles and structures.  Be safe and use good judgment.
  • Fires must not present a health hazard or nuisance to others.
  • Safe wind conditions (no more than 7-10 mph [DNR Guideline]) must be present.
  • A Spokane Regional Clean Air Agency “green light” indication for air quality must be present. 
  • Ash and charcoal remnants must be safely disposed of in noncombustible waste containers.
 
Fires not meeting the above listed requirements will be required to be extinguished.  As always, bonfires or pig roast type fires must receive an inspection, pre-approval, and a permit from the Spokane Fire Department.  Outdoor fires for disposal purposes are illegal in the City of Spokane at all times.  Failure to comply with the recreational fire regulations are subject to a class 1 civil infraction, which carries a $513 fine in addition to other serious consequences.  A person who fails to take immediate action to extinguish or otherwise discontinue unauthorized burning when ordered to do so is subject to a misdemeanor charge.  That person can face an additional fine of up to $1,000 and/or up to 90 days in jail.  Characteristic high winds occur this time of year.  Enjoy outdoor activities safely!

North Side House Fire

Narrative:
   The Spokane City Fire Dept. dispatched firefighting crews and their apparatus to 5616 N. “G” St. at 01:49 hrs on Tuesday morning, September 17th, to a reported structure fire at that address.  Initially Engine #16, from the neighborhood Fire Station located by Joe Albi Football Stadium, was dispatched alone to investigate the situation. Once that fire crew arrived on scene they reported heavy smoke coming from inside the one story wood/frame dwelling and immediately requested a full alarm to respond to the scene. That request would add three additional engines, one senior ladder, one light rescue rig, and two Battalion Chiefs to the incident. Engine #16 reported by radio that they were going to enter the residence and attempt an interior attack on the fire that was burning in the structure’s basement. As they began their descent into the basement they reported that the basement was fully charged with smoke and that they were searching for the seat of the fire. The fire was located in a storage room in the basement and they were able to get the fire knocked down fairly rapidly with the pre-connected hose line that they had taken inside with them. As the other fire crews began arriving on scene they were assigned to various tasks which included a back-up hose line to protect the crew already inside attacking the fire, water supply, and another engine company was ordered to horizontally vent the building by opening windows. The ladder crew was ordered to do a primary and a secondary search of the structure to ensure that everyone was out of the building, a Scene Safety Officer was assigned, and the mandated RIT (Rapid Intervention Team) was established for any needed rescue of a lost or down fire fighter.  Fortunately the two residents of the home had been awakened by the smoke detectors and the whole house alarm system and were able to safely exit the house before the Fire Dept.’s arrival. Crews remained on scene for nearly three hours overhauling the scene and searching for any signs of hidden fire. There were no reports of injuries to any of the fire fighters at the scene. The building sustained heavy fire and severe heat damage to most of the basement and the main floor suffered smoke damage in all rooms. The cause of this fire is being investigated by the Spokane City Fire Dept.’s Special Investigation Unit. In total four engines, one senior ladder, one light rescue truck, and two Command Vehicles delivered 20 fire fighters to this incident.

Damage:
Heavy fire and heat damage to most of the basement area, smoke damage to the main floor of the house.

Commercial Roof Fire

Narrative:
On Tuesday September 10,2013 at 09:59, 8 Companies of Spokane Firefighters, 5 engines, 2 Senior Ladders, 1 Heavy Rescue under the direction of Battalion Chiefs Donahoe and Moline responded to a reported commercial roof fire at E-Z Loader Trailer addressed North 717 Hamilton. The first arriving Chief arrived to find a large 1 story commercial building with a flat roof and light smoke showing out of an air handling unit. The building's responsible party reported everyone was out of the building. Companies were immediately assigned to locate and attack the fire from inside the warehouse while a ladder company placed their aerial ladder to the roof and ventilated the roof surrounding the air handling unit. The fire was quickly knocked down and lateral travel of the fire in the roof void was confined due to the quick actions of the Fire Department. No civilians or firefighters were injured as a result of the incident. The building was turned over to the owner after the termination of this incident.

Cause:
The fire is under investigation at this time by the Spokane Fire Department’s Special Investigation Unit.

Damage:
There was damage to the ceiling and roof surrounding the involved and now destroyed air handling unit.

North Battalion Rescue

On September 6th 2013 at 2:27 PM Spokane Fire Department Companies responded to reported smoke venting out an apartment unit of a Triplex at 3908 North Cedar Street. Two neighbors reported hearing the smoke detector sounding in the apartment and visible smoke exiting the windows. They were unsure if the resident was home at the time. The neighbors had attempted to alert potential occupants without success. The first arriving Engine Company gained access through an unlocked window and found the Apartment full of thick black smoke. Firefighters found the occupant unconscious on the couch and rescued him from the apartment. Other companies completed a search for occupants in the other apartments and searched for the source of the smoke. The source turned out to be a burning pot of food on the stove of the involved apartment. There was no fire extension to the apartment and smoke damage only. Regardless of the lack of damage to the apartment unit this was a serious incident due to the amount of carbon monoxide and hydrogen cyanide produced. Due to the sounding smoke detector and the persistence of the neighbors the resident was rescued and expected to make a full recovery. The male patient is at this time being treated at a local hospital for carbon monoxide and hydrogen cyanide poisoning.

Cause:
The cause of the fire was unattended cooking.

Damage:
Moderate smoke damage to the kitchen and light smoke damage to the rest of the affected apartment. No other damage was reported to the other apartment units.

Disaster Analysis

The SFD and County Hazard Mitigation Planning Committee is inviting all City residents to participate in a local public meeting being held September 11th where the results of Spokane County’s most recent disaster analysis will be displayed.  Our jurisdiction is subject to wildfires, flooding, earthquakes, and other natural disasters and you need to be prepared. You may not have experienced these first-hand, however knowing how to prepare for these events by recognizing risks and identifying potential hazards through Hazard Mitigation planning is critical. The meeting will open with a brief presentation by Spokane Emergency Management and they will explain the results and progress of the All Hazards Mitigation Plan and Community Wildfire Protection Plan. After the presentation, there will be an open house with computer model simulation and hazard maps to show countywide disaster vulnerabilities. Staff will be available on site to answer questions and a computer model will be available to tell you what estimated damages after an earthquake or flood that you could personally experience. Based on the results we will discuss mitigation options that could limit future damage to your residence or property. Personal preparedness information will all be available to take home.

The Local Disaster Analysis results meeting will be held on Wednesday, September 11, 2013 6:00 PM -8:30 PM at the Spokane Fire Department Training Center at 1618 North Rebecca.

National Preparedness Month

This September: You Can Be a Hero 

September is National Preparedness Month and several Spokane public safety agencies are joining forces to help residents become heroes in the face of an emergency. Throughout the month, agencies throughout the region will help community members identify resources and sources of information in Spokane County that will be helpful before, during and after an emergency. A resident becomes a hero in an emergency when they can turn awareness about an unfolding event into action.

There are two resources locally that can push very important emergency alerts to residents. The first, Spokane’s emergency notification system, ALERT Spokane, is able to send emergency messages via telephone, cellular phone, voice over internet protocol (like Comcast or Vonage), or email to residents and businesses located within Spokane County.  ALERT Spokane may be used by emergency response personnel to notify specific homes and businesses at risk with particular information about an emergency in their area. Residents are only alerted when the associated address will be impacted by an emergency. Landline phone numbers, both listed and unlisted, automatically receive alerts. Residents can register any other devices by clicking here to register with ALERT Spokane.

The second resource, Wireless Emergency Alerts (WEA), is offered nationwide and is equally important for residents to keep informed of emergencies, as well as weather events, which locally could include flash floods, dust storms, extreme wind warnings, blizzards, and ice storms. WEAs can also be Amber Alerts, which, according to the U.S. Department of Justice, have helped save the lives of 656 children nationwide.

WEAs are sent by authorized government officials alerting authorities through mobile carriers. Most phones are WEA-capable. This service is offered for free by wireless carriers and WEA messages do not count toward texting limits on a wireless plan. If a resident is unsure whether these alerts are activated for their phone, they should check with their cell phone provider. WEA’s real-time delivery can help keep residents and their loved ones stay safe during an emergency, without the need to download an app or subscribe to a service. These alerts look like a text message and show the type and time of the alert, any action a resident should take, and the agency issuing the alert—even if a resident is traveling outside the county. The alert sounds with a special tone and vibration, both repeated twice.   Other sources of emergency information include NOAA weather radios, which can be purchased at many retail outlets or online; news broadcasts; and the Emergency Alert System, a national warning system that broadcasts its messages through all radio and television broadcasters.

Being a hero in an emergency starts with being informed, but also involves being prepared to be self-reliant—a disaster could leave a resident without utilities, electricity, water service, access to a supermarket or local services, or response from police, fire or rescue. Residents should make a plan for what to do in an emergency, as well as building an emergency supply kit to survive for 72 hours.  
 
National Preparedness Month, now in its ninth year, is a nationwide, month-long effort hosted by the Ready Campaign and Citizen Corps. For more information about the event, go to ready.gov. North Side House Fire

Narrative:
On Saturday, August 31, 2013 the Spokane Fire Department responded to 4507 N. Adams on a reported structure  fire.The first crew on scene was Engine 15, who was returning from a Medical call in the area. Engine 15 reported smoke showing from the roof, and all civilians were out of the structure. Within minutes of arriving, companies successfully stretched multiple hose leads into the structure while search teams crawled through the area to search for victim and fire extensions. The fire was quickly located in a wall by engine companies and interior search teams confirmed that there were no victims.  The fire was confined to the second floor, attic, and roof.  There were no injuries reported as a result of this incident.
