NARRATIVE: Weather forecasters have issued a RED FLAG WARNING today from 11:00 AM to 11:00 PM for all of Spokane. A Red Flag Warning event means critical weather conditions exist or are about to exist that may lead to the occurrence of extreme and dangerous fire behavior. The conditions that exist today include relatively diminutive precipitation for the past few days, low relative humidity across the area, and a forecast for sustained high winds with higher gusts possible. Lower than normal precipitation during the past several days and sustained winds expected this afternoon have made fuels drier than typical for this time of the year.

Fire Danger is High in the City of Spokane. "High Fire Danger" means that fires start easily from all causes and, immediately after ignition, spread rapidly, increasing quickly in intensity. Unattended fires are likely to escape. This morning the SFD has already dealt with a brush incident which had all the components of "high fire danger" fire behavior (West Ide Avenue and North Monroe) and reinforces our message.

The SFD advises that the public should not conduct any open burning today and also be very careful with their backyard barbeques. A responsible person should be in attendance of the fires at all times while conducting these activities and should be prepared to extinguish any errant spark produced by the activity. The public should also be very careful when disposing of used barbeque coals and insure the coals are completely cold and out before disposal.

"Sometimes people just need to see it to believe it," says Spokane Fire Department Fire Protection Engineer Dave Kokot. That's why the Spokane Fire Department will intentionally light two fires in front of a live audience on September 30, 2009, at 1:00 p.m. at the north parking lot of the North Bank Park (507 W. Cataldo Avenue).

"There's nothing like the heat and smoke of a real fire to help adults and children understand just how fast a home fire can be," says Kokot. "With the side-by-side comparison, we can show both the danger of fire and the value of having a fire sprinkler system installed."

This dramatic, yet safe, form of education has become increasingly popular with Fire Departments across the Country. On September 30, 2009, Spokane residents will see firsthand why a typical home fire becomes deadly in THREE MINUTES or less.

The Spokane Fire Department received financial support from Garco Construction, Advanced Fire Protection, Inland Empire Fire Chiefs, supporting local businesses and the Spokane Fire Department Foundation to bring this important event to Spokane. Spokane Fire Department employees built two structures to simulate the room and contents of a typical home. Each room contains common furnishings, window treatments and a working smoke alarm. Only one of the rooms contains a residential fire sprinkler. The two rooms will be transported to the Arena North Parking Lot where the fires will be lit.

The Spokane Fire Department will have firefighters and fire apparatus on hand as well. The demonstration will begin with an educational presentation and will be followed up with a general discussion and tour of the burned demonstration modules.

By providing this unique live fire comparison, people not only gain an appreciation for the rapid and destructive power of fire in a home; they also realize what an incredible advantage it is to have a fire sprinkler system installed if fire breaks out.

Many people already understand how vital it is to have working smoke alarms to warn us of fire. Unfortunately, home fire sprinklers are not as well-known or understood.

That is the primary reason why the nonprofit Home Fire Sprinkler Coalition (HFSC) secured a Federal Fire Prevention & Safety Grant to develop a free kit to help Fire Departments build and present side-by-side fire and sprinkler burn demonstrations in their communities.

Following an emergency call it takes 9-12 minutes on average, for a fire department to arrive on the fire scene. By that time, a fire in an un-sprinklered home will have spread, causing smoke and heat damage and threatening the lives of the residents. Local and national fire safety experts say widespread use of home fire sprinkler systems could save thousands of lives per year.

In a sprinklered home, the fire sprinklers control the fire quickly and limits damage and more importantly protects residents and first responders. Here are some other facts about home fire sprinkler systems:

*Fire sprinklers are supplied by household water - usually off the water main. Just like ordinary plumbing, sprinkler system piping is hidden behind walls and ceilings.

*The sprinklers are positioned along the piping and can be seen in ceilings or up high along certain walls.

*Sprinklers are activated only by the high temperature of a fire - typically between 135?-165?F and only sprinklers in an affected area activate. No other sprinkler heads flow water until or unless the high temperature is reached.

*Burned toast or other smoke cannot set off a sprinkler; neither can a smoke alarm that activates.

*Sprinklers are designed to flow between 10-25 gallons of water per minute. That's about 10-15 times less water flow than fire department hoses and under far less pressure.

*By operating while a fire is still small, a sprinkler controls or extinguishes a fire, slowing the spread of toxic smoke and deadly heat.

*That fast and effective action gives family members more time to get out safely, saving lives.

*The sprinkler confines the fire damage so that surrounding rooms are protected, saving valuables.

NARRATIVE: This evening, September 25, 2009 at 16:15 hours, the Spokane Fire Department dispatched 7 fire apparatus and 2 chief officers to a reported structure fire located at 1847 E. Marshall.

Engine 7 responding from the Fire Station 7 located at 1st and Magnolia, was the first apparatus to arrive. Acting Lieutenant Jeremy Morash reported that he had a four unit apartment complex with heavy smoke and fire showing from one of the upper floor apartments. He quickly made assignments for the other responding fire companies while he and his crew made an immediate attack on the upper floor fire.

Incoming fire companies performed a rapid primary search of the building, extended additional hose lines into the apartment and provided ventilation to assist firefighters working inside. An aggressive attack by initial crews knocked the main body of the fire down within five minutes of Engine 7's arrival. Crews were on the scene a total of 2 ½ hours making sure the fire was out.

There were no injuries at this fire. Two adults living in the apartment were not home when the fire started. The fire caused significant damage to the one unit, and the two adults who are now displaced are being assisted by the local Red Cross.

Tenants in the building's other apartments will continue to stay on site as damage was primarily confined to the one unit. The fire is still under investigation at this time and a fire cause will be determined after all evidence and interviews have been completed and reviewed.

Therefore, it is critical that you have your numerical address visible so that emergency vehicles responding to your aid will be able to reach the scene in a timely manner.

Fire Bond Informational Video


On November 3, 2009, the voters within City of Spokane will be asked to vote on a ballot proposition that would authorize the City to issue no more than $33,000,000 of bonds to pay costs to acquire new and improve existing firefighting and lifesaving apparatus, vehicles and equipment, construct new and renovate existing fire stations and facilities, modernize Fire Department technology and data/communication systems and equipment, and acquire land for future fire stations and facilities.



Frequently Asked Questions (FAQ) about the 2009 Fire Bonds

How will the money from the 2009 Fire Bonds be used?

o The money from the 2009 Fire Bonds will be used to pay costs to acquire new and improve existing firefighting and lifesaving apparatus, vehicles and equipment, construct new and renovate existing fire stations and facilities, modernize Fire Department technology and data/communication systems and equipment, and acquire land for future fire stations and facilities. Listed below is an estimated breakdown of how the money will be spent:

o Originally, the Fire Department identified capital improvement needs of approximately $50 million. However, due to the economy, the Fire Department reduced the proposed 2009 Fire Bond amount by $17 million or 34% from the total identified needs. Why isn’t the City financing the proposed Fire Department capital improvements from the General Fund Budget?

o The City’s general fund budget provides for the day-to-day operations of the Fire Department, but it does not have adequate resources to pay for proposed Fire Department capital improvements, such as, the acquisition of firefighting and lifesaving apparatus, vehicles and equipment, construction or modernization of fire stations, modernization of technology/ communication systems and equipment, and acquisition of land. Under State law, the City is authorized to finance these capital improvements from the proceeds of voter approved general obligation bonds.

Why are the proposed Fire Department capital improvements necessary?

o The proposed Fire Department capital improvements are necessary due to aging apparatus, vehicles, equipment, increased demand for fire protection and life safety services, the condition of existing facilities, changes in technology, firefighter safety standards and community growth. These capital improvements will help the Fire Department to (a) provide safe, dependable and responsive firefighting and lifesaving services to the residents within the City; (b) protect the firefighters and emergency medical service staff delivering these services; (c) prevent the dilapidation of existing stations and facilities; and (d) better deal with future growth and expansion that further necessitate firefighting and lifesaving services.

What is the estimated cost to taxpayers of the 2009 Fire Bonds?

o The 2009 Fire Bonds will be repaid from annual property tax levies in excess of regular property tax levies over a period of 10 years. If approved, taxes to repay the 2009 Fire Bonds will be collected beginning in 2010. Although the exact amount of such annual tax levies will depend upon the interest rates available at the time the 2009 Fire Bonds are sold, the City anticipates a bond tax rate of approximately 27 cents per $1,000 of assessed value for life of the 2009 Fire Bonds or $27 per year for a home assessed at $100,000. The proposed tax rate for the 2009 Fire Bonds will constitute a tax rate increase (over the existing 2009 tax rate for the 1999 Fire Bonds) of approximately 10 cents per $1,000 of assessed value, or $10 per year (or 83.5 cents per month) for a $100,000 home.

Aren’t I currently paying for an existing bond to finance Fire Department improvements?

o Yes, if you own property in the City of Spokane, you are paying for the last year of the bonds issued in 1999. The 1999 Fire Bonds will be paid off at the end of 2009. For a $100,000 home, you are currently paying approximately $17.00 per year—or about 17 cents per $1,000 of assessed property value.

What is the history of fire bonds in Spokane?

o Relatively small bonds were approved by voters in the 1950s and 1960s to support the Fire Department. In the late 1980s, the City faced a crisis with respect to the condition and location of your Fire Department facilities. Additionally, many of the Fire Department’s front-line fire apparatus were in desperate need of repair. The City Council placed a $14.9 million bond before voters in 1989 to address a portion of the Fire Department needs. The Council recognized that this amount would pay for only the most essential needs and that future bond issues would be necessary to continue the modernization process. It was at this time that the City Council determined the need for recurring funding for Fire Department capital items and initiated the process of submitting bonds issues to the voters every 10 years. The 1999 Fire Bonds totaled $21,300,000, and the proposed 2009 Fire Bond is for $33,000,000.

Why have the bond amounts issued to support Fire Department improvements increased?

o Because the bond issues are run only once every 10 years, normal inflation has raised costs. Additionally, we have seen a significant increase in the costs for fire apparatus, some fire equipment, and construction. For example, a new fire engine purchased in the early 1990s cost about $220,000. A similar engine purchased in the early 2000s cost about $300,000. Now, the cost ranges between $500,000 and $600,000. Similar increases have occurred for firefighter protective clothing, as well as for other safety equipment and construction costs.

Due to rumored City budget cuts, if there are reductions in firefighters and closure of a fire station in 2010, may the City use the 2009 Fire Bonds to pay for maintenance and operations, including the salaries of firefighters?

o No. Under State and Federal law, the proceeds from the 2009 Fire Bonds may not be used to pay for maintenance or operations, including the payment of salaries of firefighters. These proceeds may only be used to pay costs of capital improvements.

Why is the City submitting the 2009 Fire Bonds to the voters if there is a possibility of a fire station being closed?

o There has been no final decision about closing any fire stations in 2010. However, even if that occurs, the capital needs of the Fire Department don’t go away. Firefighting and lifesaving apparatus, vehicles and equipment, technology/ communication systems and equipment, and fire stations and facilities all need immediate attention, and the City does not have a means to pay for those needs without a bond issue.

Fire Marshal Extends Burn Ban

Because of continued hot and dry conditions, the City’s ban on recreational fires is being continued until further notice, by order Spokane Fire Marshal Lisa Jones.

Citizens may still use backyard barbecues, chimineas, or other fully enclosed patio/deck warmers, as long as approved fuel is used. Approved fuel includes seasoned (clean and dry) firewood, briquettes, propane, or natural gas.

Failure to comply with the burning ban could have serious consequences. A person who fails to take immediate action to extinguish or otherwise discontinue unauthorized burning when ordered to do so is guilty of a misdemeanor. That person can face a fine of up to $1,000 and/or up to 90 days in jail.

NARRATIVE: On Saturday September 12, 2009 at 08:40 AM a SFD Paramedic Engine Company was dispatched to a reported electrocution at 195/Meadowlane in southwest Spokane. The company arrived within nine minutes and found an adult male construction worker that had been working in an elevated boom device during the construction of a Church. During the manipulation of the boom, an overhead electrical line carrying 6700 volts of electricity made contact with the victim's head which caused critical injuries.

Another occupant of the boom was able to lower the device where Firefighter/Paramedics could provide life-saving treatment to the injured worker. The patient was treated and transported to Sacred Heart Hospital within 7-minutes of the fire Department's arrival and has subsequently been transferred to Harborview Hospital in Seattle where his condition is unknown at the time of this release.

No other workers or firefighters were injured as a result of the incident.


PROBABLE CAUSE: The Fire Prevention Division is assisting the Project Manager of the construction site in recovery. Power has been temporarily disconnected to the site until Monday when it can be thoroughly inspected by electricians. The cause of the incident is expected to be investigated by Washington Labor and Industries.

NARRATIVE: Each year since that dreadful day on September 11, 2001, members of the Spokane Fire Department have taken this date to pay tribute to the men and women who were tragically killed during the terrorist attacks. We take time in our own way to honor the determined heroism and sacrifice of the 343 FDNY firefighters and other public safety workers who responded initially; and the countless others that are still suffering the effects of the incident. Flags at all City Fire Stations and Facilities were lowered to half-staff this morning at sunrise and will remain until dusk to honor the victims, their families, and the bravery of the first responders both during and in the aftermath of the attacks.


Today has also been designated by the President as the "National Day of Service and Remembrance" in order to reignite the spirit of unity, compassion, and community service that inspired Americans following the 9/11 tragedy. Citizens are asked to honor the victims and heroes by answering the call to service and recommitting themselves to helping their neighbors. Local Teens are doing just that tonight at 6PM by presenting a Teen Concert on the roof at the Downtown YMCA (930 N. Monroe). They are donating the proceeds to the non-profit "SFD Foundation" which supports non-budgeted Fire Department programs such as CARES, $100 Program for the apparatus, Public and School Educational materials, smoke detectors and others.


Today the members of the Spokane Fire Department reaffirm our commitment to our community that the sacrifice of so many will not be in vain. Our future as a community is tied to guaranteeing our citizens' protection against threats such as terrorism, the effects of fire and countless other types of emergencies-and we are committed to being successful as your Fire Department.

NARRATIVE: Spokane Fire Department investigators are asking for your assistance with locating a person of interest from a series of fires over the weekend. The fires were set on Friday, September 4 at approximately 3:50 PM on 2790 I-90 Westbound. There were at least four separate fire starts along the interstate which impacted traffic and endangered nearby homes.

The person of interest was reportedly driving an older model red/orange station wagon with simulated wood paneling on the sides of vehicle. He was described as a late 40's year old white male, small in stature, blondish/sandy colored hair.

NARRATIVE: At 3:57 P/M on Friday September 4th City Fire crews were dispatched to mile post 279 West I 90 for a reported grass fire along the freeway. The first Engine Company reported several small fires moving west along the freeway. Crews from the City of Spokane Fire, District 10 and DNR attacked the fire. The quick response from fire crews prevented the fast moving fire from spreading into Finch Arboretum which is adjacent to the freeway. The fires ran along the freeway for about ¾ of a mile. The fires were contained in about 11/2 hours. Crews built fire lines and completed overhaul, this took about 2 additional hours. There were no reports of injuries. This fire incident is being investigated.

NARRATIVE: Early Thursday September 3, the Spokane Fire Department responded at approximately 1:10 AM to 3528 East Lydia Court on a reported structure fire. The first fire crew responding to the above address upgraded the fire to a working structure fire from several blocks away as smoke and flames were visible from the multi-level 2-story, wood framed house. An aggressive interior attack by on scene fire crews confined the majority of the fire to the back of the structure and the roof. There was heavy smoke and heat damage through out the rest of the structure. The fire was brought under control within 30 minutes. One firefighter was injured while pulling sheetrock down from the ceiling to expose the hidden fire in the attic. That firefighter was transported to a local hospital and was treated and release. There were no reported injuries to any civilians.

PROBABLE CAUSE: The cause of the fire is under investigation by Spokane Fire Department Investigators.
DAMAGE EXTENT: There was significant fire, smoke and heat damage throughout the entire structure.
