South Hill Apartment Fire

Narrative:
On Monday, Dec 31 at 0324 AM, the Spokane Fire Department dispatched 4 engines, 1 ladder truck, 1 heavy rescue, and 2 battalion chiefs to a reported structure fire at 1405 W 8th. First arriving Station 4, located in the Brown's Addition neighborhood, arrived and reported a fire in one of the upstairs units. Ladder 4 organized a search of the second floor and had Engine 4 advance a hose to attack the fire. Subsequent arriving crews were assigned to search the rest of the building,  check for extension of the fire, and remove the smoke. The fire was confined to the unit of origin, with smoke damage to two other nearby apartments. SPD officers assisted by isolating the area from traffic and coordinating help for the displaced occupants. STA also assisted by providing a bus to shelter the displaced occupants during the incident. 3 units were declared uninhabitable and Red Cross provided assistance to those occupants. There were no injuries to civilians or firefighters.

Cause:
The fire is under investigation by the Spokane Fire Dept Investigation Unit

Damage:
Damage was confined to the unit of origin with some smoke extension to adjoining apts.

Each year in the United States, approximately 100 firefighters pay the ultimate price in their service to the community; and thousands more are injured. While some of these deaths and debilitating injuries are not preventable, with your help there are many that can be avoided! 
 
Among the greatest dangers faced by Firefighters, State Troopers and other public employees is the inattention and carelessness of motorists near emergencies and work zones. The SFD wants you to be aware of the danger faced by your first responders, and to adopt two simple driving habits:
 
- In Washington the law (RCW 46.61.212) requires motorists - if safe to do so - to slow and move to an adjacent lane for emergency personnel, transportation maintenance workers and tow operators working on or near the highway (in lanes or on the road shoulder). (Link)

- Many drivers also disregard that prohibits motorists from driving over any hose being used by the Fire Department (RCW 46.56.110).
 
With some fire hoses flowing hundreds of gallons of water per minute, the abrupt interruption of a water supply at the scene of a fire - even for a second, is far more than an inconvenience. A sudden lack of water or surge in water pressure can not only destroy the pump in a fire engine, it can endanger firefighters working inside a burning building and those they are trying to save. 
 
Public safety agencies nationwide are working together to improve the safety of responders and motorists. We ask you to do your part in remaining attentive behind the wheel and following laws that are designed for our collective safety. Operating your vehicle with regard for those working on and near the highway is a demonstrable way to show you care.

Holiday Decorations/Fireplaces

Narrative:
Burning wrapping paper and holiday decorations in a residential fireplace is not only improper—but highly unsafe.

Most fireplaces are designed to use natural gas, pellets or dry firewood to support a small warming fire or decorative fire that enhances ambience.

Attempts to burn improper items such as scrap lumber, vegetation or even parts of a Christmas Tree can create an excessively large and hot fire that damages the fireplace and chimney - or suddenly becomes uncontrollable. Each year, people lose their homes to such fires, which often spread quickly.

Of particular concern to firefighters this week is the extremely unsafe practice of burning holiday gift wrap and packaging material in a fireplace.

Burning improper items creates embers that bypass missing or damaged spark arresters. These embers cause roof and attic fires that can destroy your home and everything in it--very quickly!  Additionally, attempting to burn improper items in a fireplace can also cause noxious fumes that make people ill and harm the environment.
 
Please dispose of your holiday waste appropriately—your family (and neighbors) will be glad you did.

Arson Fire Follow-up

Narrative:
The structure fire at 324 East Rich, occurring Christmas morning at 0605 hours has been determined as arson.  Upon arrival, first due companies observed a smoke filled house with an incoherent occupant inside.  The fires on the building's interior were not extending; however, several were smoldering which resulted in lots of smoke and heat.  The investigator identified at least twelve items that were set on fire inside the home. 

The occupant  (43 year old Jeffrey A. Stephens) was arrested and charged with Arson 1st and he is scheduled for his first appearance at 1330, today (Wednesday).

Christmas Tree Recycling

In less than 30 seconds a small fire involving your holiday tree can become an inferno. To increase your odds of survival, Get the tree out of your home today!!!

The SFD encourages you to remove and recycle your natural Christmas Tree as soon as possible. In the City of Spokane, residential Christmas tree pickup begins December 26th and ends January 18th. Spokane yard waste crews will pickup trees on the customer's regularly scheduled refuse collection day.

Here are a few specific requirements that our friends at Solid Waste Management want to be sure you know:
 
-Trees need to be out for collection by 7 a.m. at their designated collection area (at least three feet away from the refuse and recycling carts).

-Trees need to be placed on the ground; please do not use your green Food Scraps and Yard Debris carts.
                     
-Fresh-cut trees only (no flocked or artificial); decorations need to be removed.

-Trees will be taken up to six feet in height; trees exceeding six feet need to be cut in half.

-Loose branches may be bundled next to the tree not to exceed six feet in length.

-Apartment complexes can schedule in advance a one-time, one-location pickup of their resident's trees through Solid Waste Management.

Family Saved by Smoke Detector

Narrative:
 The Spokane City Fire Dept. dispatched firefighting crews and their apparatus to 3218 W. Rosamond Ave. at 03:14 hrs on Monday morning, Dec. 24th,  to a reported structure fire at that address. As Ladder #4 arrived on scene from their fire station located in Brown’s Addition, they reported by Fire Dept. radio that there was visible fire showing through a bedroom window of the structure, they also reported that all the occupants were safely outside, having been awakened by a working smoke detector. Shortly thereafter Engine #4 arrived at the scene, their response was somewhat delayed since they were away from their station finishing up on an EMS call. Once Engine #4 was on scene they were ordered to advance a lead inside the structure and locate the fire. As additional crews began arriving on scene they were given assignments that included search and rescue, a second fire attack lead, a back-up lead to protect the crews already inside, water supply, roof ventilation, a scene Safety Officer, and a Rapid Intervention Team to be in place should a fire fighter become injured or lost inside the building. The Incident Commander upgraded this fire to a “working fire”; this up-grade would add an additional fire apparatus to the incident. The fire was located in one of the bedrooms and in a very well coordinated effort between the crews on scene the bedroom window was broken from the exterior just as the crews inside made their attack on the fire and the crew on the roof opened up the roof. The result of this well planned attack was a quick knock-down of the fire which kept the fire damage confined to that room of origin. While the fire damage was limited to the one room there was considerable smoke damage throughout the building. There were no reports of injuries to any of the occupants of the house or to fire fighters at the scene. The cause of this fire is currently being investigated by the Spokane City Fire Dept.’s Special Investigation Unit. 5 engines, 2 ladders, 1 heavy rescue truck, and two Command Vehicles delivered 27 fire fighters to this incident.

Damage:
One bedroom and contents completely destroyed. Smoke damage throughout. A large hole was cut in the roof for ventilation purposes. Electricity and natural gas utilities were shut off.

2 Habits to Prevent Deaths

We are asking homeowners to develop two simple habits that can prevent such senseless deaths: 

LEARN How To Safely Handle Fireplace Ashes:
 
Spokane Firefighters emphasize that fireplace ashes must always be handled with care. After cooling thoroughly in the fireplace, ashes should be placed directly into a metal can and soaked completely with water. No other items should be placed in the can. The metal can must be immediately covered with its own tight-fitting non-combustible lid. The closed container should then be stored at a safe outdoor location away from any structure or combustible items.
 
TEST Your Smoke Alarms at least Once Per Month:
 
The Spokane Fire Department suggests a functional smoke alarm inside each sleeping room and in the hallway adjacent to such rooms. A functional smoke alarm should also be installed at the top of any stairwell leading to sleeping areas, and on every level of the home. To assure the alarms are working, they should be tested at least once each month.  (Spokane residents were saved at 3am this morning by a functioning smoke detector)

Cell Tower High Angle Rescue

Narrative:
This afternoon at approximately 2:00 PM , fire crews from the Spokane City Fire Department were dispatched to 6321 North Addison on a reported Technical Rescue with reports of a cell phone tower worker who had fallen off the elevated platform and was suspended from  a harness 5 feet below the platform of the tower at the 105 foot level. Engine18 from their Fire Station at Lincoln and Colton arrived on scene first and reported that the worker was suspended at the 105 foot level of the tower and that workers safety harness may have malfunctioned and had slipped up under his arms and he was unable to lift himself back up to the platform. The Spokane Fire Department's High Angle Rope Rescue Team from Fire Station 4,  along with fire crews from Fire Station 1, downtown, who responded with their 110 foot aerial ladder truck, arrived on scene and they were able to secure the suspended worker by elevating the aerial ladder to a location at his feet. This gave him the needed support while a rescue team technician climbed the ladder and secured the worker with a safety harness  and the rescue technician and the cell tower worker were able to climb down the aerial ladder to safety. There were no reported injuries to the worker or fire fighters on scene.

South Battalion Residence Fire

Narrative:
On Friday, December 21, 2012  at 9:33PM, 7 Companies of Spokane Firefighters, 4 Engines, 2 Senior Ladders and 1 Heavy Rescue under the direction of Battalion Chiefs Thompson and Cornelius responded to a residential building fire in the South Perry District at 720 South Laura.
 
While responding, firefighters were notified by a neighbor reported flames being visible from the two-story home.  The first company arrived within 5-minutes and found heavy pressurized smoke emanating from all floors and an intense fire inside the residence. The incident was upgraded to a “working fire” by the first Chief Officer which added an additional ladder company and other off-duty resources.  Ladder companies had to vertically ventilate the roof and force entry into multiple sides of the building which allowed engine companies to access to the interior where they successfully located and extinguished the fire.  All companies assigned to the initial stages of the fire completed a rapid, well-coordinated search of the premises for any victims and found nothing.   There were no injuries to civilians or firefighters on this incident. 

Cause:
The cause remains under investigation by the Spokane Fire Department's Special Investigation Unit.

Damage:
There is heat and heavy smoke damage throughout the basement and first floor. The house in its current state is not inhabitable; however the aggressive efforts by the firefighters limited potentially catastrophic damage to only the area surrounding the origin.

Fire at County Jail Facility

Narrative:
 On Friday December 21, 2012 at 5:30PM, 8 Companies of Spokane Firefighters; 2 Senior Ladders, 5 Engines and 1 Heavy Rescue responded to a basement fire in the Spokane County Jail.  The first arriving fire companies at this high rise facility were met by jail personnel who reported a fire in a large industrial clothes dryer in the basement.  Jail personnel activated and followed their emergency action plans which continued to provide security to the facility while allowing firefighters to gain access to the basement fire area.  Firefighters from Station 4 extinguished and confined the fire to the industrial clothes dryer.  Other fire companies verified that the fire had been confined to the one area and worked with jail personnel to ventilate the smoke from the enclosed structure.  All floors were ventilated and monitored for carbon monoxide before leaving.  Quick action and proper implementation of the Jail’s emergency plans resulted in a positive outcome.  There were no injuries at this incident.

Under Investigation: Possible equipment malfuction.

Damage:
Industrial dryer.

North Battalion Garage Fire

Narrative:
 On Thursday December 20, 2012 at 1:50 PM six companies of Spokane Firefighters including four engines, one senior ladder and one heavy rescue under the direction of Battalion Chiefs Donahoe and Moline responded to a reported garage fire at 5004 North Martin. Engine 15 firefighters from the Hillyard Neighborhood had just cleared a medical call in their district and were able to respond within 3 minutes to the detached garage fire.  Engine 15 through their quick attack was able to confine the fire to the involved garage. Other Companies were assigned to protect an exposed home and garage along with overhauling the involved structure. There were no injuries to firefighters or civilians as a result of this incident.

Cause:
  
The Spokane Fire Dept Special Investigation Unit has determined the fire was started to the exterior  wall of the garage from the alley access and has been determined to be arson.

Damage:
 Due to the quick actions of the firefighters, damage was limited to the garage of origin and a fence.

Spokane Fire Department will provide a room-by-room tour of a home for local media representatives to teach how to prevent carbon monoxide poisoning. The tour is scheduled for 1:00 PM on Wednesday, December 19, at 2116 S. Monroe St., Spokane WA 99203.
Carbon monoxide detectors have been required in new homes and residential construction since January 2011. On January 1, 2013, CO detectors will be required in rental homes and apartments.  Homeowners are not required to install CO detectors until they sell their home. However, given the long-term health problems or potential for death that results from carbon monoxide poisoning, it is wise for every household to be protected with an early warning device.
First Alert, a manufacturer of carbon monoxide and smoke detectors, has donated 150 CO detectors for distribution to low-income homeowners in the City of Spokane.

Shhhh, it's a surprise...

This afternoon, Spokane Station 2 Firefighters and many off-duty members will be delivering brand-new winter coats to more than 550 needy school children in Stevens Elementary School (1717 East Sinto) in conjunction with Firefighters Coats for Kids Foundation, a new community outreach program designed especially for Firefighters across North America. Thanks to secret Santa helpers at Stevens Elementary, the coats have been ordered in just the right size, and in a variety of styles and colors, so that children may enjoy a unique coat that fits properly.   Fire trucks will make a special delivery to Stevens Elementary where Spokane Firefighters will personally fit each child with a new coat, helping them to write their name in the interior tag which reads, “Made Especially for You.” Beyond warmth – one of the most basic necessities – Spokane Firefighters hope a new coat will bring pride to children and relief for struggling families, just in time for the holidays.   Firefighters will be handing out the coats to the kids at 2pm during a surprise assembly at Stevens.  Media is welcome, but remember… it’s a secret!!!

Firefighters Coats for Kids Foundation is a division of Operation Warm, the largest non-profit distributer of new coats in the U.S. The new program has recently garnered the support of the International Association of Firefighters, (IAFF,) who encourage their membership of over 300,000 to participate. In the four months since inception, IAFF Firefighters have reached over 23,000 impoverished children across 15 states. Washington State Firefighters are the first to launch on the West Coast with one of the largest efforts, thus far.

A storing Pacific storm will create very windy and gusty conditions across the eastern Columbia Basin on Monday.   
 
A WIND ADVISORY REMAINS IN EFFECT FOR SPOKANE FROM 4 AM TO 6 PM PST MONDAY.
 
* Winds: SW 20 To 30 mph are expected with gusts up to 50 mph.
 
* Timing: Winds will increase early morning and peak Monday afternoon after sunset.
 
* Impacts: Strong winds will make driving high profile vehicles difficult.  Poorly anchored high profile structures may shift or blow over.  Scatered power outages are also possible due to tree branches blown into overhead lines.

The SFD offers the following advice to area residents in preparation for Monday's event:

  • Charge cell phones and other essential battery operated devices ahead of time.
  • In case of a power outage do not use gas, propane, or kerosene heating or cooking equipment designed for outdoor use indoors.
  • Avoid using candles and open flames inside, especially during this holiday season and around Christmas trees.
  • Keep flashlights, a battery powered radio, and a wind-up clock on hand.
  • Stay away from windows during high winds.  High wind can cause windows to break, or blow debris into the window.
  • Use only wood in fireplaces and woodstoves.
  • Try to remain indoors during periods of high winds.  If you do find yourself caught outside, seek shelter and be especially alert to overhead hazards, such as tree limbs and power lines.
  • If you encounter a downed power line, report it by calling 911 and keep people away.  If a line should fall on a vehicle you are occupying, stay in the car.  Call 911 and wait for help.

West Central Residence Fire

Narrative:
 On Sunday December 16, 2012 at 09:03 AM, 6 Companies of Spokane Firefighters,  1 Senior Ladder, 1 Heavy Rescue, 4 Engines under the direction of Battalion Chiefs Bill Donahoe and Bruce Moline, responded to reported structure fire at 1814 West Mission in Northwest Spokane. Engine 3 from the neighborhood fire station arrived within three minutes of dispatch to find flames and smoke showing from an exterior wall on the first floor progressing to the second floor and attic of the two story balloon framed dwelling. Residents met the firefighters as they arrived and reported that everyone had evacuated the building except two cats and pet birds on the second floor. The First arriving Battalion Chief arrived and upgraded the incident to a working fire which brought another Senior Ladder to the scene. Companies were assigned to the first and second floor along with the roof to attack and ventilate the rapidly progressing fire while another company rescued all the pets from the heavy smoke filled environment. Due to the quick response and coordinated attack the fire was completely extinguished within one hour. There were no injuries reported from either residents or firefighters. The Family of three adults is being assisted by the Red Cross for shelter until the home can be repaired.

Cause:
 The Spokane Fire Departments Special Investigation Unit has determined that the fire started from the wood stoves chimney which ignited the framing components of the exterior wall.

Damage:
 There is significant fire damage to the first and second floor adjacent to the chimney along with moderate Smoke damage throughout the home.

Holiday Candle Safety

   For many of those served by SFD, the coming days will be anything but a holiday. Fires caused by candles and carelessness with fire will certainly damage homes, dampen spirits - and sadly, may take lives.

As we enter the peak of the holiday season, the men and women of the SFD ask you to join them in putting a stop to these needless and often tragic blazes.

Citing statistics for 2006-2010, the National Fire Protection Association report that twelve percent of home candle fires occur in December, 1.5 times the monthly average.

Many Americans consider candles as benign holiday gifts, or use them with little thought of safety during Hanukkah, Christmas or Kwanzaa celebrations. Christmas Day remains the peak day for home candle fires with New Year’s Day and Christmas Eve following close behind.  Candles cause 3% of all home fires in our country and an alarming 1 out of every 20 home fire deaths. More than one-third of home candle fires start in bedrooms, where 42% of candle associated deaths and nearly half of associated injuries occur.

The danger is real - and far from seasonal!

Annually, an estimated 11,640 home structure fires started by candles are reported to Fire Departments in the United States. These fires result in approximately 126 civilian deaths, 953 civilian injuries and a direct property loss of $438 million.

Yes, the impact of candles can be staggering.

More than half of all candle fires start when something that could burn, such as furniture, mattresses or bedding, curtains or decorations, were too close to the candle.

  • In nearly one-fifth of such fires, candles were left unattended or abandoned.
  • An alarming number of fires are started by people (often children) playing with candles.
  • 11% of candle fires start after the candle user falls asleep - a factor that was prevalent in 43% of home candle fire deaths!
To stay safe...

The SFD suggests you consider safe alternatives to candles. If candles must be used:
  • Extinguish all candles when leaving a room or going to sleep.
  • Keep candles at least 12" away from any flammable items, including areas cluttered with holiday decorations - and especially distant from children and pets.
  • Don’t burn a candle all the way down — put it out before it gets too close to the holder or container.
  • Use sturdy non-combustible candle holders that won't tip over easily and are large enough to collect dripping wax.
  • Don't place lit candles in or near windows, blinds and curtains.
  • No one should sleep in a room with a lit candle.
  • Store candles, matches and lighters up high and out of children's sight and reach, preferably in a locked cabinet.
  • Never use a candle if medical oxygen is used in the home.
  • Don't use a lit candle when searching for items in a confined space or checking pilot lights or fueling equipment.
  • Have flashlights and battery-powered lighting ready to use during a power outage. Never use candles for emergency lighting.
  • And finally, please consider gifts other than candles this holiday season!

East Central Structure Fire

Narrative:
At 12:41 PM on Monday, December 10th, the Spokane Fire Department responded 5 engines, 2 ladder trucks, 1 rescue truck, and 2 battalion chiefs to a reported structure fire at 2011 E 7th Ave. Engine 7 arrived within 4 minutes from their East Central station and reported smoke coming from the attic of the 1 story, wood constructed house located at this address. Engine 7's crew advanced a hose to the front door of the structure and began a quick search for occupants  while also searching for the fire. As other crews arrived they were assigned other tasks including laddering the roof, cutting a hole to remove the heavy smoke, establishing a water supply from a hydrant, extending a backup hose, and making a more thorough search of the structure. None of the occupants were found to be home.The fire was quickly located in the bathroom and crews were able to confine the fire to that area. Although fire damage was confined primarily to the bathroom, there was enough smoke damage to the rest of the structure to render it uninhabitable. Red Cross assistance was offered to the occupants but was declined.

Cause:
Fire investigators determined the cause of the fire was an electrical short in a space heater located in the bathroom

Damage:
Fiire damage was confined to the main floor bathroom with smoke damage throughout the rest of the structure.

Christmas Tree Safety!

Narrative:
A Christmas tree is extremely flammable, especially after it’s been in your home for several weeks. The combination of oil, pitch and dry branches is excellent fuel that if ignited, can become an eight-foot blow torch in your home. The key is to keep your tree as fresh as possible and reduce the chances that it ever ignites. The SFD advises the following safety tips this season.

Keep your tree fresh:

Start with a fresh tree by cutting one yourself or doing the ‘grab test’ when choosing a previously cut tree from a lot. Grab the branches and run them through your hand; the needles should not come off in your hand. If they do, the tree is too dry.

Make a fresh cut at the base of the tree when you are ready to place it in the tree stand. This ensures that the tree is able to begin absorbing water. (This is the same principle as cutting the stems of flowers before placing in water.)

Keep your tree watered

While there are products that are marketed for Christmas trees fresh, the most important element is water. It is critical to keep the water level up over the base of the tree trunk. If it falls below, the tree will form a seal of pitch and will no longer absorb water.  The average tree consumes between a quart and gallon of water each day so it’s important to check the water level every day.

Reduce your chance of a fire

Decorate your tree with UL-approved miniature lights. They produce less heat and reduce the drying effect upon a tree. Reduce your risk of a fire by not overloading your electrical socket with too many strands of lights connected end to end. For added protection, plug your lights into an electrical power strip with a surge suppressor that will trip if it’s overloaded. You should also unplug the lights before going to bed or leaving your home, and place your tree away from heat sources and open flames including fireplaces and candles.

Check all smoke alarms to ensure they are working in case of a fire and keep all matches and lighters out of reach of children. If a fire breaks out, never attempt to extinguish it yourself! Get out and call 9-1-1.

South Hill Apartment Fire

Narrative:
At 8:40 PM on Sunday, December 9th, the Spokane Fire Department responded two ladder trucks, four engines, one rescue truck and two battalion chiefs to a reported fire at 607 S. Monroe Street. Engine and Ladder 4 arrived on scene within four and one-half minutes from their Browne’s Addition station and reported smoke from the attic of the three-story Victorian style house, which had been converted to ten apartments. While Engine 4’s crew advanced a fire attack hose to the third floor, Ladder 4’s crew confirmed that all occupants of the structure had evacuated, and then began searching for the source of the smoke. As other crews arrived they were assigned to other necessary tasks including laddering the roof in case roof ventilation was needed, establishing a water supply from a hydrant, extending a backup attack hose and establishing the required rapid intervention team in case firefighter rescue was needed. The smoldering fire in the attic was quickly located, using thermal imaging cameras, and extinguishment was accomplished by opening a portion of the ceiling in one of the third floor apartments. Although crews were able to keep damage to the structure to a minimum, one apartment will not be habitable until repairs to the structure and to the electrical wiring can be completed. Until then, the Red Cross is assisting the occupant of that apartment with temporary housing.

During the fire, Spokane Police Officers assisted in routing traffic around the scene,  which closed the south Monroe Street hill for several hours. Street Department crews also sanded the hill, due to icing conditions created during firefighting operations. AMR responded an ambulance crew to standby during the fire. Fortunately, there were no injuries to civilians or firefighters.

Cause:
 Investigators from the Spokane Fire Department’s Special Investigation Unit determined the cause of the fire to be malfunctioning electrical wiring in the attic.

Damage:
Damage was confined to burned ceiling joists and the removed portion of ceiling area. Also, electrical wiring in the fire area will need to be replaced.

Smoke Patient On South Hill

Narrative:
 On December 8th, 2012 at 7:42 A.M. the Spokane Fire Department responded on a medical call located in the 2800 block of S. Post Street due to an emergency medical signal received from a patient inside the home. Engine 9 from their neighborhood station at 18th and Bernard responded to this medical call and discovered smoke detectors sounding from the interior of the home and light smoke showing from around the entry door as they approached. They immediately accessed the home and found an 85 year old female in bed with smoke throughout the dwelling. The lone occupant was unable to remove herself from the bed so the Engine 9 crew and an off duty city firefighter/paramedic who lives across the street, removed the occupant to safety. At this same time, the officer asked for a full fire response bringing additional units to assist in suppressing the fire. The patient who lives alone, was found to be experiencing difficulty breathing and was transported to Sacred Heart Medical Center. Crews were able to confine the fire to an overheated furnace in the basement that had melted some nearby plastic material. The main avenue for smoke spread throughout the home was due to an adjacent laundry chute. This incident illustrates the importance of working smoke detectors in the home. The occupants medical activating device also contributed to her surviving this incident. The occupant was evaluated and treated by Fire Department paramedics along with AMR ambulance paramedics and was found to be in stable condition. Please check your smoke detectors and make sure they are in working order. Seconds count in these situations, and an early detection of smoke plus an early medical alert activation played crucial roles for this occupant.

Cause:
Overheated furnace. Defective.

Damage:
Fire confined to furnace and nearby plastic material.

E Central House Fire-Update

Narrative:
This is an update on the cause of the House Fire at 2923 E. Central that occurred on Tuesday morning, December 4, 2012 at 0651 hours.

Members of the Spokane Fire Department's SIU have determined that the cause of the fire was accidental and occurred from smoking materials.  The investigation confirmed that the fire started in the basement.

Most of the fire damage was confined to the basement of the structure.  There was smoke and heat damage throughout the remainder of the basement and smoke damage on the main floor..

Accidental from smoking material

2923 E Central House Fire

Narrative:
This morning December 4, 2012 at 0651 hours the Spokane Fire Department responded 1 heavy rescue, 4 engine companies, 2 ladder companies, 2 Battalion Chiefs, and 1 Deputy Chief to a reported structure fire with reports of occupants inside the home. The first arriving unit, Engine 15 from the Hillyard Neighborhood fire station reported a working structure fire in the basement of a residence with reports of two persons trapped inside. E15 immediately initiated a search operation of the structure. Other arriving units were assigned to conduct simultaneous search operations, ventilate smoke from the structure ,and assist with extinguishment of the fire. SFD personnel rescued two persons from the structure and brought them to medical aid provided by SFD paramedics. AMR personnel arrived to transport a total of five persons from the fire scene to local area hospitals for treatment of their injuries. One adult male victim has been transfered to Harbour View Medical Center in Seattle for definitive treatment of burn injuries. There were no injuries to fire personnel.

Cause:
The cause and origin of the fire is under investigation by members of the SFD SIU unit. As further information is available updates will be provided.

Damage:
Damage estimates were still being tabulated at the time of this release.

South Battalion House Fire

Narrative:
 The Spokane City Fire Dept. dispatched fire apparatus and their crews to 2317  E. 4th Ave.  at 12:20 hrs on Monday, December 3rd for a reported structure fire. As the crew from Station 7, located in the lower South East section of the City, was approaching the address they could see large amounts of black smoke in the sky and reported by radio that this was a working fire and requested an up-grade to the alarm which would bring additional resources to the incident scene. E7 arrived on the scene and reported a single story wood/frame dwelling with heavy black smoke showing from the roof and eaves of the building and immediately made a decision to make an offensive attack on the fire. As other apparatus began arriving on scene the Incident Commander started making assignments that included water supply, Safety Officer, search and rescue, fire attack, back-up hose lines to protect the fire fighters already engaged in the interior attack, vertical ventilation on the roof, horizontal ventilation at the ground floor level and the deployment of a RIT Team to be in position should the rescue of a lost or injured fire fighter become necessary.  A complete search of the entire building was ordered, as per Fire Dept. policy, to ensure that there was no one inside while the simultaneous fire attack and ventilation efforts were undertaken. Fortunately the search found no victims in the building and the very hot and well-advanced fire was brought under control in about 30 minutes. Fire damage to the structure was considerable and much of the interior of the building had to be opened by the fire fighters to ensure that no fire was concealed in the walls, ceilings, and attic space. A large portion of the roof had to be opened to allow the hot, toxic gasses to ventilate into the atmosphere. The areas of the building not damaged by the fire itself were severely damaged by the heavy smoke conditions that were present. There was one reported injury to one of the fire fighters who responded to this early afternoon blaze. The fire fighter fell through a burnt out area of the floor inside the structure, the fire burning below the floor burned an area of skin on his lower leg that became exposed when his turnout pants were pushed up as his leg dropped through the floor. He was examined at the scene by AMR Para-Medics and deemed fit to return to duty at the scene.  Five engines, three ladders, one Heavy Rescue Truck, and two Command vehicles responded to this incident with 34 fire fighters on scene to get the fire confined and extinguished.  The Spokane Fire Dept. Special Investigation Unit has determined that the cause of the fire was an electrical malfunction inside the dwelling.
 
 

Cause:
Electrical malfunction.

Damage:
Heavy fire damage to the entire structure. Most of the interior contents were damaged either by the fire or the high heat that was present in the interior of the structure

Brief SIU Case Update

Narrative:
Update on two recent investigations:
 
The Spokane Fire Department’s SIU has arrested James J. Caraker (20 y/o male) for the intentionally set fire at 1834 West Gardner Avenue on 11/05/2012. Caraker was been booked into the Spokane County Jail on one count of Arson in the 1st Degree.  (Incident #2012048169)
 
Additionally, Nicholas Brinton (21 y/o male) was charged with 2nd Degree Arson for the fire that burned the playground equipment in Shadle Park in August 2011. Mr. Brinton was interviewed in the Spokane County Jail where he is currently incarcerated on an unrelated residential burglary charge.   The 2nd arsonist involved with the Shadle Playground fire is a 16 year old male. He was arrested and charged with Arson in the 2nd Degree on Thursday 11/29/2012 at approximately 10:00 am and booked into the Juvenile Detention Center.
