3rd Alarm Update

Incident #:  2011039120
Date of Incident:  9/26/2011
Issuing Officer:  AC Schaeffer

Narrative:
The SIU has determined that last evening's fire started between the Milk Bottle Restaurant and Ferguson's Café in an open area. The open area is wide enough to walk between the buildings. There was a large volume of ordinary combustibles (cardboard, plastics, etc) on the ground level up against the Milk Bottle restaurant. The fire started at the ground level in the above mentioned items. The fire reached a ground level natural gas meter which intensified the fire growth. At this point in the investigation, it is simply too early to state a cause with the amount of work that remains. *Media, I am in training all day but will return your call or email as soon as possible if you have specific questions or needs.

Cause:
Under investigation

Damage:
Ferguson's Café is completely destroyed. The Milk Bottle Restaurant has many levels of damage and is still being assessed for structural integrity. Cost estimates from the fire are still being tabulated but the total is expected to be above $1,000,000.

BNSF Locomotive Engine Fire

Incident #:  2011039205
Date of Incident:  9/26/2011
Issuing Officer:  AC Schaeffer

Narrative:
At 10:09AM, two companies of Spokane Firefighters (two Engines) were dispatched with the South Battalion Chief to multiple reports of a BNSF Locomotive engine on fire. Initial 911 reports indicated the train was moving quickly and traveling from the East side of Spokane following the normal route through the City eventually stopping near "Sunset Junction" located at Inland Empire Way and Sunset Boulevard. According to BNSF representatives, the locomotive engine just behind the train's front engine was on fire. The train's crew moved the train to a less populated area and investigated the problem. The fire was determined to be in the diesel engine's injectors and limited to that immediate area (however resulting in dark smoke). The crew shut the engine down and extinguished the fire easily with portable extinguishers. After the situation was determined to be safe, the train continued on its route. Any additional information regarding this incident will only come from the BNSF Intermodal Facility.

Cause:
The incident is under investigation. BNSF is partnering with the SIU to determine the fire's cause.

Damage:
Damage is limited to the mechanical area of the train engine and reportedly minor and repairable.

Home Fire on E. Glass

Incident #:  2011037261
Date of Incident:  9/14/2011
Issuing Officer:  C Cornelius / Batt Chief

Narrative:
On Wednesday September 14, at 09:46 AM, the Spokane Fire Department dispatched 4 Engines, 1 Dedicated Ladder, 1 Heavy Rescue and 2 Chief Officers to a reported house fire at 1009 E. Glass. (A neighbor had called 911 to report smoke coming from the home across the street.) L2 under the direction of Captain Ken Miller was the first apparatus on scene, arriving within 3 minutes of being dispatched. Captain Miller reported that he had smoke showing from the rear of the home and around the home's foundation. Neighbors informed him that two people in their seventies lived in the home and were unaccounted for. Captain Miller's priorities were to search the home for the occupants and locate the seat of the fire. When L2's crew made entry into the rear of the home they reported heavy smoke from ceiling to the floor, and stated that the fire appeared to be in the basement. As additional fire crews arrived they extended back up hose lines to protect searching crews while an attack was made on the fire in the basement. Medics and an Ambulance were placed on "stand by". Firefighters knocked the fire down within 10 minutes of arrival. The owner of the home arrived after the Fire Department and informed Fire Command that he was unsure where his wife was. Search crews found a family dog that had succumbed to smoke inhalation, but had not been able to locate the missing wife during their initial "primary search". Structural ventilation was performed, and a "secondary search" was completed on both floors. Search crews located another family pet, this time a cat. Family members informed Fire Command that they had located the missing wife, who had been out running errands and not home during the fire. The couple both in their 70s, were found safe and unhurt. Both however, are shaken do to the loss of their pets and damage to the home. The home's basement sustained the majority of the fire damage. However, the entire home was impacted by the heavy smoke. The cause of this fire is still under investigation. No fire injuries were reported.

Incident #:  2011037053
Date of Incident:  9/12/2011
Issuing Officer:  Bruce Moline/Battalion Chief

Narrative:
On Monday September 12th, 2011 at 8:46 P.M. the Spokane Fire Department responded to a house fire located at 3617 E. 1st. Fire crews found a well involved single family dwelling with fire showing from the north end of the home and rapidly extending vertically through the roof. A home immediately to the west was also under threat from the fire. Engine 14 from their neighborhood station located at 18th and Ray was first to arrive and made the quick decision to protect the home exposed on the west side of the fire, and at the same time, attacked the fire directly through a doorway preventing any further extension towards the interior of the home. Ladders 1 and 2 also made entry into the home through a locked door and rapidly searched the interior for anyone still inside. At this same time, the ladder crews were on the roof opening up to ventilate out the buildup of heat inside. There were no occupants found inside the dwelling and the exposure home on the west side was spared. A knockdown of the fire was achieved after 18 minutes. Date of Incident:  9/12/2011
Issuing Officer:  Battalion Chief Steve Sabo

Narrative:
At 12:39 AM, Monday, September 12th, the Spokane Fire Department responded to a reported attached garage fire at 8117 N. Meghan Street, in the Five Mile neighborhood. Battalion Chief Bill Donahoe arrived first on scene and upgraded the incident to a working fire, reporting heavy smoke and fire involving three cars in the driveway and heavy fire in the garage, with fire extending into the two-story wood framed house. The three occupants who were asleep in the house at the time of the fire escaped uninjured prior to the fire department's arrival. As fire crews arrived, Chief Donahoe assigned them to the multitude of tasks needed to bring the fire under control, including: roof ventilation, multiple fire attack lines, and extensive overhaul. Fire had extended from the garage and up interior walls to the second floor bedrooms and the attic, creating a difficult and labor-intensive operation for the fire crews. As a result of the extraordinary efforts of the fire crews the house was saved, but there was still extensive damage to the structure and its contents. Most of the roof was lost and the entire house and contents suffered extensive smoke and water damage. In addition, a total of five vehicles were destroyed. The family of four is being assisted by the Red Cross. In all, two ladder trucks, five engines, a heavy rescue and two Battalion Chiefs, for a total of 29 firefighters, worked at this fire. Crews will remain on scene throughout the night and into the morning, working on stubborn hot spots and assuring complete extinguishment. There were no injuries to civilians or firefighters.

Cause:
This incident is currently under investigation by members of the Spokane Fire Department's Special Investigation Unit, who will comb through the debris and conduct interviews to determine the cause.

Damage:
Damage to the structure and contents, including the five vehicles, is estimated at $300,000.

Wildland Urban Interface Fire Danger is Increasing!

Incident #:
Date of Incident:  9/9/2011
Issuing Officer:  AC Schaeffer

Narrative:
The SFD has sent personnel and resources to several large wildland fires in Washington over the last few weeks. We are continuing to monitor a spate of wildfires across the Pacific Northwest and due to the conditions and fire behavior we have witnessed, we are encouraging residents in potentially impacted areas to stay informed on local fire weather conditions. In addition to remaining in compliance with burn bans and exercising extreme caution with outdoor grills; we are encouraging all who live on/near wooded lots and within woodland/urban interface areas to remain ready and especially aware of developing fire hazards. Extended hot weather has left underbrush tender-dry, allowing fire to start and spread quickly. People living in the wildland/urban interface should take action now to protect their homes and properties. Visit www.readysetgospokane.org/ to learn about the READY, SET, GO program here in Spokane and prepare your personal wildland/urban interface fire plan before the emergency happens. If wildland fires approach: -Stay tuned to local radio, television, ALERT Spokane (www.alertspokane.org), or Twitter/Facebook media alerts for updates on status and evacuations -Close all doors inside your home to prevent drafts. -Wet roofs and shrubs within 15 feet of your home. -Turn on inside and outside lights to increase visibility through smoke. -Turn off gas and pilot lights. -Notify relatives and local officials when you have left your home and where you can be reached. It is a good idea to have your all-risk kit prepared (www.ready.gov/america/getakit/index.html) and consider adding important personal documents before you have to evacuate. Items such as driver's license, passport and other identification, birth and marriage certificates, Social Security card, insurance policies, tax records, wills, deed or lease and stocks and bonds are examples to consider. Finally, make sure your pets have collars and identification tags and take your pets with you if you need to evacuate. For more information on protecting your family and your home from wildfires, go to www.readysetgospokane.org, www.firewise.gov, or www.ready.gov.

National Preparedness Month

Incident #:
Date of Incident:  9/1/2011
Issuing Officer:  AC Schaeffer

Narrative:
As you know, this September will mark the ten-year anniversary of 9/11 and the Spokane Fire Department asks you to take time to remember those lost as well as time to make sure you are prepared for future emergencies. September is NATIONAL PREPAREDNESS MONTH, which was founded after 9/11 to increase preparedness in the United States. It is a time to prepare yourself and those in your care for an unexpected emergency. You should plan for the contingency of three days without electricity, water service, access to a store, or local services for several days. Spokane Fire Department along with www.fema.gov and www.ready.gov suggest you follow these three simple steps: 1. Get a Kit: Keep enough emergency supplies on hand for you and those in your care - water, non-perishable food, first aid, prescriptions, flashlight, battery-powered radio. 2. Make a Plan: Discuss, agree on, and document an emergency plan with those in your care. Work together with neighbors, friends and others to build community resilience. 3. Be Informed: Free information is available to assist you from federal, state, local, tribal, and territorial resources. You can find preparedness information by: -Accessing Ready.gov to learn what to do before, during, and after an emergency. -Contacting the Spokane City/County Emergency Management Department to get essential information on specific hazards to your area, local plans for shelter and evacuation, ways to get information before and during an emergency, and sign up for ALERT Spokane by visiting http://www.spokaneprepares.org -Contact your local Fire Station and ask for a tour and information about preparedness. The Spokane Fire Stations are your neighborhood resources for crisis preparedness and response. Some have asked, "Why do I need to prepare?" In a major emergency, Fire Department personnel may not always be able to reach you quickly. We may become overwhelmed by demand from multiple emergencies, or trees and power lines are down blocking access. The most important step you can take in helping us, is being able to take care of yourself and those in your care; the more people who are prepared, the quicker the community will recover.
